What's the logic behind opening up the water supply in the middle of the night at inconsistent hours every alternate day without advance notice?

Ha ha, I find it very logical Biruwaji!!!

In the land where 'Raj Budhi Bhanda Chor Budhi Tholo Huncha' there is always a competition between Raj and Chor for who beats whom.

So, many affluent people try to circumvent the rule by running their water pump when the water comes in the pipe. So, if the water always came in predictable time those people will deprive the water to others who don't have the luxury of having pump and a reservoir at home.

So, randomizing it logically would make those 'chors' to deprive of their luxury while allowing normal folks to be able to gather some water in their GAGRO.

Or, is it no logic and the guy who runs the water supply is busy playing 'Marriage' and gets up to run the water only when he gets chance after loosing tons of money and crusing God for it!!!!
