Hello everyone,
I have always found thoughtful discussions in sajha, and need your thoughts on this topic. I had posted this thread earlier but didnot get enough response. i am working on a portfolio on kathmandu which is concerned with the tension that always crops up between local people and municipality and UNESCO concerning the conservation of heritage sites. UNESCO has threatened to remove heritage sites from the list if proper restoration and demolition of buildings are not carried out around the sites but demolition and new rules causes problem for locals. like around patan durbar square, you have to rebuild buildings the old style which comes out to be really expensive for the houseowners but municipality doesnot bear their additional cost. This raises the question:
1) who owns the heritage of the city: the locals, government or the heritage conservation agencies.
2) Is heritage preservation important even at the cost of local's discomfort?
3) Who should be responsible for the conservation: local people, government or international agencies?
If you have any thoughts, please post them, would appreciate your help.

I think the fristand the formost that you have to think is by doing such act who will benifits. Is it local ppl, goverment or int agencies. I think by doing above decision or putting rules in law. Our local ppl ( I my self from being Patan) will benifit the most. In my though the local ppl should bear the part of the cost. Secondly because of this heritage site. Our local govt as well as national attention will beyond the local impact zone so they should bear some cost, and lastly its not only local ppl who will benifits, the international tourist would be enjoying the site as tour. I think they should be some charges for that. Now the the 100000 dollars question is who should bear what. Its the figure question. Figure should be brough in front and should be divided.

thanks for ur opinion Yankees, i would really appreciate if all the members here could drop in a thought, since i need to collect people's opinion and can not go out and conduct an interview, this is my last resort, would appreciate everyone's help.
