I, myself, am a student of Molecular Biology.
As far as I know, no university offers a major called "genetic engineering" as an undergraduate program. In spite of the name, genetic engineering is a science. So you dont have to confine your search to engineering schools. Any research university that offers Molecular/Cell/Developmental Biology (or just plain Biology) will train you as a genetic engineer.
Gook luck!
