"The Royal Nepali Army (RNA) today said that it would not restrict its movement within five kilometres from military barracks until it recovered all its weapons looted by the Maoists." News report, The Kathmandu Post, May 14, 2003. This may suggest the following (one/or combination of more than one): 1. Increasing boldness of the army to interfere in political and policy issues that essentially are matters to be resolved by civilian leaders. The earlier precedence being the remarks made by PSJB Rana against political leaders sometimes back. 2. Lack of sufficient exercise in the 'government' to address the issues raised by the Maoists. The decision must have come after a long discussion among these 'SWACHHA CHAWIS' and the concerned; and if so, why did not they take input from military and defense experts? 3. Intentional move by the 'government' to gain some strategic upper hand vis-à-vis the Maoists. Whatever it is, it throws water on the noble practice of a democratic country: 'Civilian Control of Military', and may well jeopardize the peace process too.
