I think you heard right. Spouse of permanent resident falls under preference 2A. Petitions filed on or before Apr 1998 (that makes five year waiting time) are getting being processed now. You may find waiting period of all catagories BYCLICKING HERE. I think there is way to get your spouse sooner to the US, but without immigration visa.
