Why do they mention Bhutanese specifically when they say non nepalese teachers.. would it be possible to get rid of all the non nepalese teachers in the area? this is being unfair to the Bhutanese refugees... if they are capable, why not???


PABSON tells schools to sack Bhutanese

Biratnagar, June 1,

The Private and Boarding School Organisation (PABSON), Morang Unit, has issued directives to its member schools to terminate the services of Bhutanese Refugee teachers working in their schools with immediate effect.

According Binod Basu Bhattarai, chairman of PABSON, Morang Unit, the schools were instructed to act as per the directives before the summer vacation. He said a decision to this effect was taken in a meeting of PABSON with the district education officer yesterday. The meeting also decided not to appoint any non-Nepali teacher in any of the schools henceforth.

A few days back, ANNISU-R had given a memorandum to the district education office(DEO) on this regard. The office had issued instructions to schools on May 27 to remove all Bhutanese working as teachers there. The Education Act-2049 BS prohibits non-Nepalese from serving in schools as teachers.

Refugees can't take any job officially as long as they are in the refugee status. Hence, hiring Bhutanese refugee teachers was not as per the law but it was an understanding between the employer and the individuals.

Not hiring non-nepali teachers is different issue that we can discuss in detail.

Harris ji, What law are you talking about? do you think all the non nepalese teachers refugees, non nepalese or whoever are hired legally in Schools?

If refugees are illegal workers then what is it with all the other non nepalese teachers in almost all the schools in Nepal??? does it say in the law that foreign nationals can work in nepal without a work permit???

My question is not against hiring non nepalese teachers but why just bhutanese???? is this fair at all??

So, if the refugees are NOT allowed to work while in Refugee status... how are they supposed to support themselves? Who supports the refugees anyways? This is confusing.

UNHCR supports the refugees, if they are registered with them. As for the working within Nepal is concerned no-one except the Nepalese should be eligible(with few exception). Just because someone speaks one particular language or resembles one particular community of Nepal does not imply that they are Nepalese. We speak more than 50 languages in Nepal (officially) doesn't mean that all the people from Tibet, China or India are by default Nepalese because they speak one of our languages.

(There goes my US green-Card!!!)

I think they are supported until they return back to their homeland or a permanent solution is found. Sometime they become a liability to the host country if UNHCR does not get funding to support them.

What about the educated qualified refugees.. I personally know many bhutanese refugee teachers in some of the good schools in kathmandu, they've proved to be very good teachers, disciplined and hardworking.

The article above says "The Education Act-2049 BS prohibits non-Nepalese from serving in schools as teachers" this should apply to schools under the PABSON umbrella all over the country and not just in Jhapa. Lets see how do they do that.

Fair or Foul is a subjective opinion I guess. Each side would have their strong reasons and the discussion on right or wrong would be endless.
But in the end, I feel the students will suffer as some very good teachers are made to leave.

UNHCR supports the refugees and so do other organizations.
UNHCR and these supporting organizations have to hire specialists from within the Nepalese population to "help" with the refugee situation. In return this refugee situation has indirectly helped the employment problem of some areas of Nepal.
But....these Bhutanese Nepalese are still refugees, I wonder why the Tibetan Refugees get an elevated status!
Just a thought...
