Declare Karnali Zone autonomous: Dr Bhattarai

MANMA, Kalikot, June 16 - Maoist leader Dr. Baburam Bhattarai here on Sunday said that the impoverished Karnali Zone should be declared an autonomous region in order to uplift economic condition of its people.
The most impoverished Karnali Zone should be given an autonomy because it has remained as a colony for the last 234 years within Nepal, he said, addressing a mass meeting organised by his party here, the district headquarters.
Dr Bhattarai accused the rulers of making the one-time powerful region heavily subservient to the centre since the national unification.
The rulers simply ignored the wellbeing of the region, which was the source of the Nepali language, literature, art and culture, he said, adding that the region would not be self-reliant without granting it an autonomy.
Those who extract foreign currencies in the name of its development enjoy in Kathmandu, but living condition of its people has remained the same, he said.
He said a fascist section of the Royal Nepal Army was trying its best to disrupt the peace process even bypassing the king under the influence of external forces like USA, Britain and India.

I strongly disagree with *autonomy and colony issues* however I partly agree with remaining of BRB's statement. It's not only Karnali Zone that was left out for last 234 years but much of Nepal was, the only place that prospered during all these years were some part of Kathmandu visible from Hamumandhoka (then) and Narayanhiti (now).

I don't know what BRB means by 'autonomy'. Karnali probably does not need its own parliament but it need more say over what happens to the funds that get allocated in this region. And so does Rapti and Mahakali and other regions in Nepal. Central planning has failed so devolution is in order...sort of like 'aafno anchal, aafai banau'. Not only will this diminish the clout of politicians and ministers in Singh Durbar (who are not even elected and does not seem like they will as long as King Gyanendra does not come back to his senses) but will also foster democracy at local levels.

Of course, to Kathmandu centric nationalists, this amounts to heresy.

I dont kow about autonomy. I believe there will be lot more ethnic group demanding if Karnali is group a different status. May be there is a better solution for all our problems if everyone think for a nation and not for personal. I know this is a tall order, but can be achieved. We need patience and and think broadly.

How about... for a temporary economic-divide-bridging-period, allocation government spending to zones/ districts according to land area? ? ?

Karnali Zone is the size of several eastern Nepali zones combined, but its total population is smaller than that of many districts...
