2. Surya Bahadur Thapa continued in the office for longest period as PM during his second tenure (4 years and 2 months). Second longest period also goes to him (4 years 1 month) in his second tenure. Marich Man Singh has the record of coming second runner up with 3 years 9 month during final days of Panchayat.

3. Yes, to take the revenge.
Surya B. Thapa has always been able to 'oust' the person who has replaced him in the office. He was replaced by Tulsi Giri in his first tenure. He replaced Giri to enter the office for second time. He was replaced by Kirti Nidhi Bishta at the end of his second tenure. He waited 11 long years to take the revenge. He eventually succeeded in 2036 to replace Bishta. He was kicked from his post in 2040 through vote of no-confidence (one and only in the 30 years of Panchayat) and Lokendra Bahadur Chand succeeded him. Thapa waited for 14 years. In 2054 sal, he was able to force Chand to step down from the office and replaced him as PM.

It seems that Thapa has still not forgotten the wounds inflicted on him in 2040. He once again was able to maneuver the politics to make his way in SinghDurbar at the expense of Chand.
