Here, counts who is losing more?

Neither maoist leaders nor Political leaders of main stream politics nor Royal Palace (= RNA).

Who is losing?

third party.

Who is in that third party?

Sarbasadharan janata ka chhora. Rame Shyame Kale.........

So, who (Maoist leadership / Royals / Political parties) cares?

This killing will continue as long as the loss starts on upper tier. One has to start killing upper tier of another, and Maoists seems to catch it, but, did they claim for the loss of Army lt./captain/majors last ? Then, its good? They will get paid back and it has to escalate and once they realize that they have good muscles and can not win each other, they will have back door bargain....... to calm down.
