Useful Indo-Nepal talks on Karnali

A team from the National Hydroelectric Power Corporation (NHPC) is in Kathmandu from 14th to 17th September, 2003. The team, headed by Yogendra Prasad, Chairman and Managing Director of the NHPC, held useful preliminary discussions with Nepali officials on the development of the Upper Karnali Hydel Project, the Indian embassy said.

A second round of discussions has been scheduled for October 2003. Provided that the NHPC finds the terms and conditions attached to this project feasible, NHPC will then apply for the requisite permissions from HMGN to start technical studies at the Upper Karnali project site. 

NHPCs implementation of this project will mark a modest but significant step forward in cooperation in the water resources sector between India and Nepal, the embassy said. 

A technical team from India, to discuss the preparation of the Detailed Project Report of the Budhi Gandaki Hydel Project, is expected to visit Kathmandu shortly. nepalnews.com br Sept.16

Well, peoples still don't understand the chemistry behind the India
calling Maoists terrorists in one side and on the other hand why
india does allow Maoists to use its land to sabotage Nepal?

In 2017, when King M kicked out BP and his partymen, the problem
of internal crisis was said to be settled by allowing India to enjoy
Gandak and Koshi barrages in Indo-Nepal border and they blamed
BP for selling G-K to India. Well, the Akhile and other communists
who enjoyed the pattronage from Panchayat rulers during Panchayat
system to isolate NC and BP Koirala, it was the language they
used against BP.

Now, Surya B. thapa is said to be pro-Indian and is PM of Nepal.
India was always concerned with Karnali river, the only left
biggest river in nepal to be useful to Nepalis. Many peoples
still feel it unsafe against India when it comes to water resources
in Nepal. This time Karnali Project comes again in talk between
India and Nepal while a pro-indian is the PM of Nepal, so there
is a room to suspect that the Karnali that india always wanted
be a good tool to settle Maoists Problem. who knows?

Lets not forget that when BP plus his NC men did not help indira
gandhi in 1975 election, Indira Gandhi forced BP to leave
India and BP came to Nepal with new moto ..... and wanted
to return Nepal for forever ..... In the same, scenario, as in
2017sal and 1975AD election, I will not be suprised if SBT
offers Karnali in return to kicking out Maoists from India,
and not allowing indian soil or border to pass the weapons,
and it will surely solve the Maoists problem, because without
access to india means death of Maoists kathakatit revolution.

These are just one facet of the story I guess can happen, but,
I wish SBT does not sell this natural resoruce to India to settle
Maoist problem. If it happens Maoists should take responsibilities
for the loss of Karnali Project.

FYI, I regret to say that I got all expenses tuttion and living
expenses during my undergrade at UOR (now, IIT-R) from this
never happening project. I regret the loan that is now turned
as donation to Nepal gone without any direct use from my side
to the benefit of Nepal. K garne? When I went to interview for
job at Ministry of Resources after completing BE, I asked an
officer there, am I going to get priority for the job because your
ministry has sent me for studies and I have signed to work
in this ministry for 5 years? The reply of the officer in interview,
told: tyasta pledge birshanus and we are not forced to hire
you. I did not get job in the interview supposed to hire 60
engineers ..... and the officer also told me to forget the
score I get at BE, he said there are some other criteria for
the selection in those jobs. Well, I was 2nd among 50 Nepalis
of the batch went to UOR for turning Karnali's flowing water
to cash, but, was not able t o secure the job, because the
officer told me to "forget what was my position at UOR
or what was my academice credentials ......". Personally,
I am really happy that I would not be what I am today if they had hired for the job.

Well, I have recently moved to USA as VRS in a univ.
here, I hope I will be able to find a job that matches
life long academic credentials .... and I wish I have
better life and prospectus here ... do not have to return
to work in that project under Indian ownership.

........ But, as citizen of the country, I regret for the administration we had?
i will regret if SBT and GBBS sell Karnali in return to settlement of
Maoists Problem.

Well, whether it makes sense to you or not thats not my problem.
As I wrote above, it can be one possible way to bail out Maoist problem
in the perspective of current governement.

I wish it does not happen.

sorry to put it this way, its just a thought, but maybe the madise's want to take nepal for themselves
