could you guys post some 4 year univeristy/college name of usa which do not require toefl for international student. is it possible to come to usa to study ESL program?

yes, it is possible to come here and study ESL, but you have to apply for a community college first. I passed the TOEFL in the US, but it is extremely hard to get a visa. If I were you, I would take the TOEFL test in Nepal.

Can some one let me know some schools which accept students on basis of TOEFL, not on GRE or GMAT for graduate (Master/ PhD) in MIS(Management information system) or Engineering. Please let me know!!!

Southern New Hampshire University, Manchester NH
They will accept you regardless. The tuition is 1300/course.
Most of the colleges ask GMAT and GRE to fulfill the requirement. They are not going to look whether you have a great scores or not.
