Mr. Deuba: In April 1996, Mr. Deuba came to China as a Prime Minister of Nepal on a visit. While meeting students in the Royal Nepalese Embassy in Beijing, some students requested Mr. Deuba to continue the $25 monthly scholarship for those who came in government seats, which was removed by former PM Koirala. Students stated that even students from other poor countries like Bangladesh and Ethiopia were receiving some sort of relief. To this Mr. Deuba replied, 'Hami sanga paisa chaina, Nepal Ethiopia bhanda pani garib cha'. On one hand it might have been frank reply, contrary to repeated assurances to 'see what can be done without any guarantees' given to the students by many other leaders who frequented China, but the overall impression Deuba left on the students at that time was not a good one.

This is his second time in the PM chair. He didnt do anything for us before and he won't do anything for us now. Wealth, hami garib, as he moves into the luxurios PM palace. Where are our countries priorities. On what idealogical platform was he elected. Show me.

Actually, the money was first given by King Birendra(may peace be upon whom). Those days, China just devaluated money from $1=3Yuan to 8.4 Yuan.So,King Birendra leniently provided the additional pittance of $25.00 per month which was far lower than what Libya (US$600.00), India (US$50.00),Pakistan(US$75.00), USSR (US$250.00) etc used to give to their students. I don't know why Girija discontinued that allowance. He didn't do that for the national coffer. I mean his kins were looting the coffer even then. I think Girija wanted to humiliate king. The King when he went to Beijing again was informed by students about Girija's decision, and King reportedly replied "What can I do now, it is strong elected government and you have to ask with them now..." I think the stipend is sufficient now for the students there..
