Dear Deuba:
As you have correctly pointed out putting a lid on Maoist insurgency is your agenda number one. Here are a few things you could consider.
1. Much that I commend your tanacity to stick to dialogue, make sure it's a stick-and-carrot approach. Maoists, now durnk with their muscle power, must be given a taste of their own medicine. Therefore, make no compromise on the use of army. If anything, you should parade tanks (or at least armed vehicles) and comabt helicoters deep in the Maoist heartland - Rukum, Rolpa and Jajarkot.
2. Form a six-member propoganda body (give it a nice democratic-sounding name) which will have representation from retired bureaucrats, media persons (non-karyakartas), judiciary, police and the army - all with unquestioned integrity and non-controversial past. PR now is more than having a lunch together.
It's a much evolved - and rewarding - art as corporate world has begun to realize. These people should also have exceptional inter-personal skills. Of course, don't ask for pro bono service. In fact, make sure you pay them well.
3. Form a core group of advisors - a mix of well educated (overseas?) young idealists, and battle hardened pragmatists. Listen to them. Look at President Bush, he is running America with virtually little experience in goveranance. Nepal's leaders biggest problem: they are too afraid to delegate authority, and when they do they do it to the wrong persons.
These advisors - or spin doctors - should keep close ties with, and rally, Kathmandu-based diplomats. That can come in very handy. Reaching out is always appreciated.
4. Court the media. Most of the media is largely on your side now - because they are happy to see Koirala's back. So start now. Meet a selected few - say senior editors at Kantipur, The Kathmandu Post, Himal, Nepali Times - once a fortnight, even when you don't have anything to say. Don't make the mistake of being a reclusive prime minister that were in your first stint.
5. As for the govt media, that's your own. My advise though: Don't apprear too much on NTV. If anything, that tends to have negative effect.
6. keep away from your in-laws' business interests.
7. Avoid attending too many seminars/programs, and making stupid remarks.

Dear Care:
Are you kidding? I have months, maybe weeks, before I will be thrown out. You actually expect me to do something? You think I have time to do all those things you suggest? You expect old dogs to learn new tricks? Haven't you learnt anything about Nepali politics in 11 years? No wonder, Nepal is not getting anywhere. You people never learn.
Now excuse me...I have to go protect my kursi before someone steals it.

I have a few more suggestions for Deuba sir.
1. Send Govinde Joshi to jail, and don't give too much lift to
Bal Bahadur KC. Govinde is afterall one of those fourties, and
sending him to jail won't affect you anyway.
2. As soon as the parliament concludes, send this Chataut to jail.
3.You did good job by not speaking in Hindi in your last press
conference. Tell all those repeatedly that since you didn't go to
Benarasi schools for political study (that you went to London
School of Economics for political study), you are supposed to
speak in English.
4.Convince king somehow to forget about making Paras next king.
5. When you become a little popular, announce local election.
Commies are all over now. You got to show those pinko jerks you
can also stage elections like Bamdev and Girija.
6. Lower SLC passmark to 20 for this year. 67 percent student
flunked this year, and they have a whole idle year to be the
victim of Maoist propaganda. Send them to schools.
7. Buy whatever the heck that R-100 plane is for the damn army.
Eventhough they are strong, they didn't get any money to be
corrupt.
8. Give headlines in Gorkhapatra and Nepal TV to UML leaders. They
will be more unpopular, and you will be reelected.
9. Ask Baburam and Prachanda for dialogue, and send them to jail
in godfather style. Bingo! Maoist problem is solved.
10. Get a son. You need a good son, he may be adopted by Gyanendra in future. See, Grandson of a western farmer can also be a king in
democracy.
