Isn't the department of animal health supposed to try to find the reason??

Rs.25000 for information on bird-flu

The Department of Animal Health has announced it will give a purse of Rs.25000 for information of bird flu in Nepal, a report said.

How will they know it is bird flu of that strain they are afraid of. And now, is bird flu a Saddam or Osma that people will see him and then notify the authorities.
The authorities tried to follow the rinderpest eradication program strategy, but by the time notice goes to them disease will be spread far and wide. Anyway, it is nice to see them actively involved afterall poultry is one of the flourishing enterprise in Nepal thanks to the dedicated peoples involved in it.
