Summary below:

To: His Majesty the King, the political parties, civil society, and the Communist Party of Nepal (Maoist)

An Appeal by Nepali Diaspora for Peace, Reconciliation and Development in Nepal
(April 5, 2004)

Preamble:

We the undersigned, the Nepali Diaspora, present this joint memorandum with a six-point agenda to His Majesty the King, the political parties, civil society, and the Communist Party of Nepal (Maoist), urging them to seek solutions to the current political crisis in Nepal with the utmost urgency. The Nepali Diaspora intends to disseminate this memorandum to various national and international organizations, embassies, and governmental entities, including the U.S., the U.K., India, and China.

Our belief in free and fair elections is unequivocal, but we doubt its effectiveness under the shadow of the ongoing conflict. The post democratic era, past experiences, and the conflict and its resulting deaths of thousands of Nepalese have compelled us to look into our social, economic, and political institutions. Many leading democracies have labored for years to fine-tune their institutions to create and sustain liberal democracy. We must do the same. Thus, the three protagonists, however diverse they may be, must converge to find a set of common goals in coming up with a Constitution that is devolutionary, just, and participatory. We feel, however, that the current political crisis in Nepal must be settled first through a negotiated settlement.

Various international agencies, European nations, and the Secretary General of the United Nations, Dr. Kofi Annan, himself have offered to help Nepal deal with its economic and political problems. We, the Nepali Diaspora, have also noted with appreciation the concerns shown by Mr. Kul C. Gautam, the Assistant Secretary-General of the United Nations and Deputy Director of UNICEF. Mr. Gautam has made a number of proposals to help Nepal resolve current problems and to reconstruct Nepal. We fully support his initiatives, and commend him for his efforts in that direction. The content of this memorandum draws from his spirited views delivered at A Dialogue on the Millennium Development Goals on March 19th, 2004 in Kathmandu.

Great effort by the Nepali Diaspora. A very balanced document indeed. I hope the concerned authorities will look at it with interest, and get Nepal out of the current hell hole.

Call me skeptical, but is this (petition) what the King, the political parties, civil society, and the Maoist are waiting for ?

I mean, come on.
failedstate Posted on 03-Apr-04 01:24 PM

War and destruction do not wait for anyone. This is just, how small you may think, a sense of concern that we hope will make people pause for even a day to save 20 lives that we are losing everyday.
