If an application for US citizenship (on the basis of 5 years of permanent residence) gets denied for some reason, is there a possiblity of the application getting approved at a later date when filed as the spouse of a naturalized citizen or the father of a US born child ?

Thanks.

The applicant has not been convicted of any 'crime' and has travelled in and out of the country many times.
