1) I will totally ban that talking in "Khaisyos lyaisos" and darbaria-hajuria sycophancy language within the government. The flatterers and sycophants have perpetuated this sort of talking to a certain height within the bureaucracy. This is not a sign of respect but a total sycophancy. No democratic minded government should tolerate such talking. I will put up a poster announcing the ban, and instruct the supervisors to hold meetings with employees to stop this sycophancy language.

2) I will ban the awards of the medals at its current fashion. If you look at the record of last several decades, mostly the chamchas get the Go.da.ba. and other medals. Why should only those who work close to the King and periphery get such medals? This is totally against the democratic norms and practices. Instead, I will establish a separate medal committee to award to the people whose works is publicly acknowledged as heroic and benefiting to the nation. I will also suspend any allowance or pension or any monetary value being given with the medals.

3) I will stop the practice of putting a khardar and a chaplusi leader as the head of the Royal Nepal academy. I will put the head of the academy who is an accomplished and proven administrator who has a proven record of interest, not necessarily theli of books or research papers, in one of the areas of arts, literature, etc.

4) I will immediately stop the ancient practice of valley bandh when the King leaves the valley or returns. No nation can tolerate the loss of productivity, if there is to be any productivity.

I will also declare a limit on holidays for a certain number of days per year OR I will make sure that everyone in the bureaucracy MUST work certain number of days, regardless of holidays or bandhs, whatever. I will also assign an independent outside agency to monitor the time IN and OUT and workdays of the bureaucracy, but most importantly to develop an evaluation of each employee inputs.

5) I will ban smoking in all government offices within 6 months, starting with the Ministry of Health. This ban would also include the sale of cigarettes or any smoking materials within the premises of the Ministry, including bringing in any cigarettes or smoking materials by any visitors or employees. Instead, I will encourage the sale of fresh milk, garam dudh, in teashops, within the Ministry premises at a fair price.

6) I will put several video cameras at various corners of international airport customs, and ask an independent agency to monitor and report on it. If (nefarious) activities are conducted outside the camera, the officials are liable for punitive actions.

8) I will ask all Nepal Embassies/Mission abroad to report monthly on how many visas were issued and how much revenue is generated through issuance of visa. I will then create a database to track and monitor the activities ---to stop the leakage and local income generation ideas. I will do the same at the TI airport to make sure all fees paid for visas by income visitors are properly accounted for into the revenue, not in the pockets of some greedy employees.

9) While I am on the topic of the Nepali Embassies/Missions abroad, I will set up a yearly evaluation of each Embassy/Mission and see what objectives/goals they had for the year and what they accomplished. Anyone not having a proper goal or objectives, and not meeting them should be brought to questioning and loose the job from top down.
I will also set up a committee to review the goal/objectives of each Mission, there utility in terms of national goals and costs benefits. In some cases, it may be cheaper and more effective to eliminate the staff or the Mission and assign the visa issuance authority to honorary consul to be appointed. Whether it really adds value to having a military attaché to a Mission from poor country would also need to be evaluated from costs benefits and national interest. When the country is accepting donations from any donor left and right, is having a highly paid staff at a Mission justified? How are the hard earned foreign currency spent?

10) I would set up a commission to look at every level of bureaucracy and staff needs in terms of the work, effectiveness, etc. If we can increase the effectiveness, and decrease the idle sitting and politics talking gham tapne bureaucracy, we can not only save 50% of the revenue, but also increase the efficiency and morale of the employees by 100% through training and motivation. Remember, the Secretary of the Public Service Commission had said a few years ago that 30,000 employees have the fake academic certificates, and Bimal Koirala, Chief Secretary, had recently said "Nepal has the worst bureaucracy in the world". We must radically change the style of functioning that is prevalent since the Jung Bahadur's time.

11) I would also change from the practice of using Bikram Sambat (BS) to Gregorian Calendar as practiced by the rest of the modern world. If you say Gregorian calendar is not our own, then BS is also not our own. Use of Gregorian calendar will enable us to be at par with the rest of the modern world in communication.

12) I would also appoint a high level committee to recommend ideas to include all janajatis into the mooldhara or the mainstream of the government, and implement the recommendations.

13) I would take steps to modernise the judicial system drastically.

14) I would set up a center, with outside INGOs reps, to look into the leakage of income tax by all employees. Reportedly, everymonth, 0.5 crore income tax is deviated by NGO and INGO workers, taking the benefit of non-compliance and not monitoring by the government.

15) I would require a sustainability component in any foreign aided or World Bank/ADB loan project, and ask that a report be prepared, and made public, as to how they progressed in achievement goals of sustainability. There are times that foreign advisors themselves become impediments on the road to sustainability. This should be carefully avoided with specific time tenure of a foreign technical advisor.

The case in point, the USAID and other donors reportedly spent hundreds of millions of dollars in the Rapti Valley development project since last 30 years. Unfortunately, the seed of the Maoist dissension started from the Rapti area itself. Why? One might ask. The development never reached to the grassroots people. Instead, they saw what brahma loot the bureaucracy made, and how lavishly the so-called advisers lived at the money that was to be spent for the poor people.

16) I would set up a system whereby everyone going abroad would need to get the income tax clearance, but I would pay a special attention on not making it a bureaucratic constraints rather introduce ways to facilitate the reporting and clearance in a transparent ways. Similarly, all foreigners working in Nepal will also be required to take the income tax clearance everytime they leave the country. Again, a grievance procedure will be established to facilitate this process promptly.


17) I would put a moratorium on a foreign travel by a government official. I would again put it to a committee to review the utility of such a visit, even if a donor funds it. I would require that for each visit, how the country or his/her department is to be benefited directly by proposed visit, and what follow up actions would be taken. I would also require that if the person who had visited earlier on such a visit while on a government job, whether or not he/she conducted the necessary follow up actions and reporting. There are officials within the government who have gone abroad more often than the in country field visits. The two ministries that are notorious for trips abroad are the Health, and Agriculture. They need to be watched carefully to stop unnecessary junket trips, gladly funded by vested interests and self-serving donors.

18) Starting with Kathmandu land offices (Mal adda), all land papers and transactions will be automated. The main theme would be to provide secure, swift and quality customer services, but not to harass the taxpayers as the existing system allows.

Some of these ideas may sound too radical, but unless we make the drastic changes, they could hardly be felt the positive differences. I know there will be lot of questions on what I have proposed here. I am aware of the fact that all of what I have wished to do is not going to happen overnight but I will establish a realistic timeline to make it all happen.

All we do is COMPLAIN, COMPLAIN AND COMPLAIN. Why not propose some ideas. These are just my ideas. What about yours.

I agree with Bihan for the most part, except the one on language as Oys points out.

While you are at it, Bihan, let me ask you a more practical question, which a friend of mine asked me recently and made me speechless. Although the topic was slightly different, it is relevant here.

Q. How will your proposal solve the problem of a middle-class I.A. graduate working in Udayapur Cement Factory who had to lose his job because of Maoist threat?

Also, your long post makes me suspect you are abroad. You do not have to answer this question if you think it is too personal, but when do you plan to go back? Are you willing and ready to go back and start working at a local level so that you can gradually rise up to reach the "power"? Just curious. Again, you don't have to answer if you find this question personal.

This is total BS(Bull Sh**). We've been using Bikram Sambat on our calendar for hundred of years and I don't see how it will effect with communicating with the rest of the world.

Political Parties are worried about their chair being remote controlled by the King and the King is worried about his continuation.
Are we getting used to the Maoists? Seriously. Social reform (and even personal development) is not possible in our country until we put a rest to this civil war.

I would also do the following:
1. Ban multi-party system - implement dictatorship and rule with an iron fist.
2. Arrest all politicians and put them in concentration camps, and eventually eliminate them.
3. Maoist - execute 'em all - Shoot at sight.
4. Ban political involvement in schools n colleges.
5. Deport all illegal muslims.
6. Ban alcohol & gambling.
7. Ban Prostitution
8. All citizens once reached adulthood (18 years of age) will be required to serve the Government for a period of 2 years.
9. Modernize Defence and Security Forces.
10. Keep Gyane in check - strictly constitutional monarchy - have his ass on display basis only.
11. Have Army & Police force under my command.
12. Encourage Nepalipaan (Hindutva).
13. Ban conversions - deport all Christian missionaries.
14. Strenthen the tourism industry - worldwide campaign.
15. Preserve the Wild Life - capital punishmen to poachers & traders.

I agree with DWI in that we have 'bigger issues' (issues of power, I assume) to worry about at this hour. However, I do not think that thinking about 'smaller issues' (issue of use of the power) makes one 'not really worrying about Nepal'. In fact, I find Bihan worrying about Nepal much more than anybody else in this forum.

Let me borrow a note from the recent 'Appeal by Nepali Diaspora for Peace, Reconciliation and Development in Nepal' that urges 'to already begin to outline a massive programme of post-conflict reconstruction and development' as part of the pursuit of a durable peace.

I think talking about these post-conflict reconstruction and reform program, even if in a form of a laundry list, will guide us to determine the way the conflict needs to be resolved.

I may give variable relative importance to each of the issues/proposal Bihan ji raised/put forward. However, I find all of them progressive without exception.

Regarding the issue of language ethics in public organizations, I have been harboring the same idea in my mind since long. I think, Oys, who does not seem happy with it and, MP ji, who seconds Oys, have missed a point. First, Bihan was not proposing to ban that language at private home and non-government places. (Might be interesting to recall here that I had expressed my support for the adoption of this 'syos' language by our neo- or wannabe or pretending elite and non-elite in one of the discussions in Sajha. I support it not only as an issue of personal freedom, but also as I see it as de-royalification of the language !)

While 'syos' might be more of a note of politeness at home, it certainly is a 'sycophantic' language in public offices.

Related to the same, there should also be code of conduct not use demunitive language to lower level employee. The way our peons are dehumanized is appalling.

Let me share an interesting remark made by a 'hakim' friend of mine, who was astounded to see no peons in a foreign country he first visited. He is now of the opinion that our productivity, whatever there is, not going to be decreased if we abolish the post of peons in our offices. I agree with him.

I see there are still people who are beneficeries of the autocratic panchayat system as well as from the last 12 years of corruption by democratic governments. It is difficult for many to change their colours. I know there are many whose parents and direct relatives participated in one or another form of corruption from which many have benefitted. For this group, until they shred their skin, to accept new changes is going to be difficult when your entire family, you schooling, marriage, job and ongoing prosperity is due to the participating in the ongoing corruption process although it is nicely veiled.

When many of the current discussants were not even born or just in primary school, Surya Bahadur Thapa was the Prime Minister, and he is now again. Girija, Shere, Loke, Kisan, et al have had more than one chance to be the Prime Minister. Lohani and Bhek Badhur have had the chance to improve the economy of this country more than 3 times. Why is the country going poorer and poorer over the years? Why is Nepal always labelled as the poorest country in the world? All these times while our politicians and those in government have become richer and richer. These are the questions to be asked.

Did the Maobadis appear overnight in our horizon? Even if we suppress these Maobadis today, will all the rebels and problems they espoused be gone?

Who is supporting the government? The economy should have falled flat by now with the kind of chaos going on for last decades in the country. It is the REMITTANCE from the labour working outside Nepal that is supporting the economy. The irony is the same workers are not treated properly by our labour department, and they are harrassed daily by scrupuluos and zealous bum ass immigration at the airport.

Ask these questions. But first, if you benefitted from the Panchyat or the corrupt government, confess it first. If your family is still milking, come out and protest it. It is easy to speak from your high chairs. Do some prayashchit. If you want so show some Nepali pan that is what I call the Nepalipan.

you all still don't get it, do you? Maoists problem is not going to be solved by killing people or by military action. When will we wake up??? Wake up f**king sleepy heads. Deuba government thought the same thing: kill those bastards and the problem will be solved.

But guess what, they were wrong and they are still wrong. Maoist problem was caused by the government thus cannot be solved by killing people. I am sure ya'll thinking I am stupid, don't ya? But let me tell you something, killing never brings peace. In order to restore peace in Nepal, both the government and Maoists must agree to stop killing each other and come to a point where they all can agree.

But both parties are like "Mera Goru Ko Barai Takka". But sweetheart, that's not how you negotiate. Negotiating means giving up something that you may have and taking something from your enemy that you may not like. But I am sure it will never happen in Nepal because if it were to happen it would've happened a long time ago.

Maoists are saying "hey, you know what we have people, guns, and so on and we shall get whatever we want". And on the other hand the government says "oh shut the hell up, we have the military and International help so we are going to import more M-16s and kill ya all".

(long sigh)..... When will we Nepali people understand we are killing our own brothers and sisters? When will we see that we are way behind than others? When will we see that our own people are starving to death because of the deeds we do? When will we understand that because of this so called "people's war" educated people are leaving Nepal? We are losing the best people. Will we ever?

Last but certainly not least, please stop killing each other. We are supposed to be helping each other to build a better Nepal, a united Nepal. I am still proud to be a Nepali. My Nepal my pride.
