If Raja has to choose PM and cabinet ministers in Nepal, I think he has to and needs to preety soon, there are still so many clean,honest,fair and honored left in Congress and UML. He can appoint some from small parties and bunch of intellectuals.
Some of the names I can recall are

Bhim Bahadur Tamang
Daman Nath Dhungana
Hom Nath Dahal
Pradip Giri
Narahari Acharya
Subash Nemwang
Sailaja Acharya
Devendra Raj Pandey
Amrit Bohora

I'll come with more soon.

Even to appoint Krishna Prasad Bhattarai to give a final and last chance as PM wont be a bad idea, at least he is far better than Girija or Makune.

Well even if the Ganendra appoints new administration one after another the realities on the ground will not be different. An administration which has no hold of the country outside cities cannot do much no matter how honest adminstrators come into the power in the Kathmandu regime. It might sound funny but it might be very realistic if the rebels and the Kathmandu regime come up with a peace deal of ruling the portion of the country where they now have military control and stop intrusion into each other's territory.

As per deal the Kathmandu regime will take control of the urban centers and the rebels will take care of the rest of the country after all the Kathmandu regime has demonstrated that they have no resources nor the willingness to take care of the entire country so leave it to the rebels. At the same time the rebels should stop commando attacks into the urban territories if such deal is to take hold.

If Ganendra were smart he would let the (so called) opposition parties to form a regime in Kathmandu and deal with the rebels and rebels would eat up the remains of oppositions that was left of the corruptions within from the last decade. Afterall it is very evident that the rebels have won most of the battles in the 8 years of war and severely restricted activities of these so called political parties to few urban centers of Nepal.

The agitating parties and the associated politicians of these parties dont have any sincerity and determination to stand for what they once stood for. The most important thing is neither do they have the degree of support of the people as in 1990 nor do they have any military might. And unfortunately you have have either a huge degree of support of the people or have a military might to stand firm in politics and get what you wanted. Simply making people of Kathmandu jump up and down will not achieve anything simply because Kathmandu itself is not Nepal, it's only a part of Nepal.

Actually these oppositions parties have become just like a frog being rounded by two monster snakes from opposite directions and wants not to be eaten by either of them.
