Steven Harper will be the next prime minister if the Liberal Party fails to garner enough votes to form a minority goverment because the federal Liberal Party is badly doused by the Sponsorship Scandal. However Steven Harper's govt would be a shakey one because his party has to appease the other members of the coalition.
