KATHMANDU, Sept. 12 — A second round of peace talks between the Nepalese government and Maoist rebels, seeking to end a bloody communist insurgency in the Himalayan kingdom, will be held on Thursday, a government negotiator said.
''The second round of meetings will be held tomorrow (Thursday),'' he told Reuters on Wednesday without giving details.
In August government negotiators and the Communist Party of Nepal (Maoist) rebels met for landmark talks in Kathmandu.
The August 30 meeting was the first since the Maoist rebels, campaigning against the 11-year-old constitutional monarchy, began an armed rebellion more than five years ago.
The rebels, who model themselves on Peru's Shining Path guerrillas, have said they would formally submit a list of demands to the government at the meeting on Thursday.
Last month, rebel negotiators demanded ''an interim government, a new constitution and the institutional development of a republic'' to end the conflict in the poverty-stricken nation that has cost more than 1,800 lives so far.
The government has not reacted to the demand but Prime Minister Sher Bahadur Deuba has in the past ruled out any compromise over the constitutional monarchy established in 1990.
The Maoist insurgency has racked the impoverished Nepali economy, sapped business confidence and hit tourism in a small nation which attracts about half a million tourists every year.
Analysts said failure of the negotiations could push Nepal closer to more violence.

Terror on Tuesday: Astrology blames it on Mars

On September 11, 8:45 EDT, the US witnessed its worst disaster. Three domestic planes, supposedly hijacked, rammed into World Trade Centre and Pentagon killing thousands of people and damaging property worth billions of rupees.
Can astrology explain this unprecedented attack. The answer is “Yes”.
As far as the science of Astrology is concerned, attacks and destructions are related to the planet Mars (the red planet) denoting anger and recklessness.
The whole event unfolded at around 8:45 AM EDT. The day was a Tuesday, which is ruled by fiery Mars.
The Star was Mrigasira again ruled by Mars as per Vedic astrology. The thithi was the much-feared Navami known for dangers and mostly avoided while choosing Muhurta (auspicious ceremonies).
In Sanskrit, the word UGRA is used to denote the power of Mars. That is why Mars is a much-feared planet that creates lot of friction and fire. (Mangal Dosha is the most feared dosha as far as marriage is concerned).
Moreover, Transit Mars the planet of violence and fire is directly related to the Transit Moon. All these added to the smoke and fire on the most famous landmarks in the USA.
Movement is related to Budha (Mercury). The air signs are Mithuna, Thula, and Kumba. At the time of event, Transit Moon, the most important factor, occupies the sign of Mithuna, the air sign, and along with the influence of Budha (Mercury) denotes the possibilities of destruction through airplanes. The whole combination is aspected by Mars and Ketu both hot planets. Ketu strongly denotes explosions.
Moreover Kanya lagna was rising on the east having Ravi (Sun) the indicator of Government occupying the 12th house of loss. So there were huge losses for the government.
The fourth house in a horoscope is the house of property and buildings. In the horoscope cast for the time of the attack we notice that Mars and Ketu occupy the fourth house of property and Mars is the worst planet for Kanya Lagna as Mars rules the violent eighth house.
The birth star of USA happens to be Dhanishta ruled by Mars. So the day being ruled by Mrigasira, a Mars star, signifies the Janma Nakshatra of the second cycle.
Janma Nakshatras are considered unlucky or dangerous. So unfavourable events could be expected whenever Dhanishta , Mrigasira or Chittra are ruling as far as the USA is concerned.
The muhurta books say that if destruction were the motive, then choose Tuesday or the stars of Mars etc. (Of course, the sages of ancient India recommended these for destruction of weeds or insects that caused damage to crops or to destroy rats and other unwanted elements.)
Whether the terrorists knew these things or not, they were successful in their attempt due to the support extended by the destructive aspects of Mars on a Tuesday in combination with Navami Thithi. (Such times should have been used to destroy pests, rodents, weeds and destruction of disease causing organisms for the benefit of human beings.)
Ketu is like Mars. (Kujavad Ketu – a Sanskrit line) and if you see 11th September chart you will notice that Ketu and Mars were so close to each other and that too within a degree. Opposite to such a double fire combination is the Transit Moon close to Rahu. ,/I>
If the horoscopes of the key terrorists in the world are known, then we can predict when they will attack again. In combination with the charts of various nations, better predictions are possible.
Without all these details the world cannot expect astrologers to predict such events before hand. We can only do a post mortem analysis, which has no real use, except to prove that astrology works.
