All new teachers will be required to be issued with the license before taking up teaching jobs in government-run schools which will now be called ‘community schools’ instead of public schools.
In another major change, the Bill would also enable these schools to charge fees to students. Only the primary level education will be free. This would mean that the students in secondary and high schools would be required to pay fees to be enrolled.
Private schools will now be called “institutional schools” and will be brought under the tax net as they would now have to be registered under a trust or as a company and lose all the privileges, concessions and waivers enjoyed by these schools.
These schools will be categorised and then the government will fix the fees they will be able to charge. (yo)

A very good move, if monitoring and regulation works. But, if end up
like Govind Raj Joshi who was once headmaster and quite honest, but,
when turned to education minister how corrupt was he and how
he misused the new law or new rule or new opening. I very much
regret that I spent atleast two months of my life chanting and carrying
the placards "Joshi Jindabad", "Joshi ko SARUWA firta le". Why
not I hate him? Surya B. Thapa made changed his track to make
him from Headmaster to Home Minister who even heading to be
PM of Nepal. (SB Thapa le 2036 saal ma bahudal ma lagyo bhanera
3 jana masters lai sudur pashimanchal ma saruwa garya thiyo,
to minimize their influence in TANAHU's politics, unfortunately,
all 3 are top leaders in Nepali Congress, so a simple mistake
make big mistake: Mr. Joshi being today, a most corrupt
Minister in Nepal, and peoples even say his son has acquired
a Gasoline station in a big city in US from the Teachers' money
FLAT RATE of Rs. 10,000. per head he accumulated. A relative of mine
told, he also paid.). The othe two made by SB Thapa are
Amar Raj Kaini and Krishna Chandra Pokharel,(son of Gobardhan
Pokharel, for whose head Mahendra put a bunty life or dead in
2017). Amar Raj Kaini is, I guess, now upper house member and
KC Pokharel is now the Savapati of Nawalparashi (I heard).
So, the new policy of requiring license will bring many teachers
from teaching job to politics and some will turn out to be
great corrupt like Joshi.
Hey, if any of my students (around 2036-37) at Damuli ko Pari patti
ko primary school ( I forgot its name) let me know. I had wonderful
time there. Its pretty good to be a teacher with sakkali certificate
whether in 2037 or 2047 or 2057. It pays.
Cheers! Education Licensing system. The licensing should be
everywhere, especially in construction industry, too. All dakarmi
and sikarmi should require a license, that will protect good working
skilled labours against "ita ko chang mathi chang rakhi sasto ma
ghar banaune Bihari fake dakarmi dekhi". I remember one Bihari
how he cheated me while supervising a Marble chip coated
Bath room, I could neve track him down, and he vanished
with some advance payment, "babu ji thoda advance dedo,
mei apka kaam chhoda thoda chip jaunga kya", next day
he vanished. Then, I realized the mechanism of advanced
payment, and unlicensed labours.
Free market without licensing makes people suffer from
post war syndrome.
