How peoples hide TAX?

In India, when I used to be student, had heard that a TAX officer can
easily raid if he is informed that someone is keeping illegally earned
money in Bank account. Or, if anyone's bank account swells without
any valid proof of income source?, or erect a house without possible
TAX paid valid income.

1.
While in Nepal, the peoples close to you will praise you if you
can grab public property or swell your bank account inside
or outside Nepal. A few examples can be taken from the peoples
working abroad and the way they transfer money to Nepal.
They usually transfer money NOT VIA offical BANK transfer,
but, using HUNDI method, to save bank charges and to
make extra profit. Even extraordinary educated nepalis
working in International Organizations like UNDP, WB, ADB
practice this method. They have agents in Hongkong, usually,
and get paid in Nepal or collected by their relatives in Nepal.
Then, the DOLLAR money in HongKong is usually collected by
business peoples who want to buy items to Nepal, and thus,
the same group transfer the items Nepal without paying
custom.

When I was in India, we went to Sharanpur near Deharadun,
to buy Car Stereo made in Japan, and we were surprised to find
the difficulty in buying the items brought to India via back door.
The shop keeper at least spent half an hour to make sure that
we were genuine buyers i.e. not spies and warned us that
the shop keeper do not take any risk if we were caught while
in road before reaching the residence, and even after reaching
the residence, the TAX officer has full right to investigate if he
finds any clues that the item was purchased from a shop keeper
who did not pay the custom. Thats, why in old Hindi movies,
the "Hero" who returned from England or America comes with
National Panasonice Stereo. While in Nepal, its available? anywhere
everywhere anytime and everytime. Even at Priministers' home,
probably purchased from a shop who had not paid custom duty.

( I am not trying to say that all Indian officers are honest, but, those
who are in the office after hard competition, are mostly honest,
and honest to their country as a whole). A corrupt Indian officer
will not be moving in New Delhi, opposite to a corrupt nepali officers in
Kathmandu. He surely have to be cautious all the time against
TAX officers.

This is how money flows in and out.

2. Casino: Casino in Nepal was used by Indian businessmen, to
make black money to white money. By making a huge loss
at Casino, they used to get a good certificate of winning. Its what
Indians always blame to Nepal.

3. Bank: As you know the cash dispense or loan rate within public
is as much as 36% annual rate, while at bank its slow. Why its slow?
Do you want to know? The biz. peoples mentioned at point 1, get
money from Banks' store on Friday, buy dollars fly to HongKong
then, bring the items on Saturday and distribute it to retailors
collect the money and return to Bank store. The Bank Manager
makes huge share out of this? Did you know it? Thats why
Nepal Bank or Rastriya Banijya Bank are almost going to be
bank rupted.

4. Sajha Bus or Trolly Bus: When I was college students,
sometime, I used to go to a nearby restaurant for early
Puri-Tarkari and Tea as break fast with my friends. The
restaurant was just in front of SAJHA Bus office in Pulchowk,
we used to see the Drivers and conductors rushing and
requesting and flattering the "Guru ji a fat old man", to
get the days best route. As we all know, they dispense
not more than 5 tickets and get 10 payments. Thats why
Sajha Bus and Trolly bus drives could make house in
KTM while, Sajha Bus did not have enough fund to change
appropriate parts: The cushioned seats changed to plywood.

6. Medical: I had once gone for some problem with my nose.
The doctor was from Military hospital. He asked me to attend
in Military hospital next day, did all operations and when I
unknowingly asked how much I have to pay. The doctor said,
not here, next day at the clinic. He used govt. hospital and
took money for his private pocket. Such examples do exist
every where.

7. Engineering: I feel ashamed when I see my own classmates
making several houses from zero start, as govt. officers,
or consultants. They modify, sand to clay to make a
impossible site to possible site for canal construction.

8. Army: Those who go in peace .. mission abroad. They
return to Nepal with so many duty payable items. Just after
coming to Nepal, the relatives are allowed to meet the
officers or army men. Then, walla gharako
nare palla ghar sare hunchan. :valuable items. Based
on army officers relative experience.

9. News Media: I met one Engineer, who was reported to be
corrupt in a local news paper, and next day the editor
asked him to his office, if he pays 4,000, the report will
turned down, and the denied any corruption from his
hand, but, the paper claimed that the editor will ask
others to publish the news. Finally, settled . The Engineer
said, they all do such things repeatedly with other engineers
doctors, and business houses, as a black mailing. They
usually gang up and demand prior to publish and get
it paid. Its how they run.

Thats why we have 220dollar as GDP, and our govt. is
poor. While we look at KTM, who says the owners of KTM
ka pakka houses are peoples of a poor country.
Why not you think of making house in Nepal? using one
of those tricks. Can you make a house, buy car working in Govt.
or private company, honestly? Without hiding TAX? How many?
Not really so many houses in KTM?
