Maoists set condition for new round of talks

KATHMANDU, Oct. 18 – Despite release of Matrika Yadav by the government to create conducive atmosphere for talks, Maoist rebels have set new precondition for further dialogue with the government to end the six-year-old insurgency.

"People's Republic" or any other big looking demands are not really
for the people, but, as items in negotiations and for concessions
to get something else. Just with 2 talks they have almost crossed 100days
of so called paper form of ceasefire, ceasefire of killing police only.

What I had recently heard from Nepal is that the top Maoist leaders
are demanding is the Interim government, where Mahara be given
Home Ministry and BRB be given DPM, and Maoist rebels recruited in
Army and Armed Police Force. With the 32b (looks a bit exagerated:
lets assume 10% of this number as closer digit, still its 3.2.bi rupees)
extorted money during so called ceasefire, I can smell the Maoists
are heading to have safe landing with that Money, and arms, provided
interim government is formed with those 2 guys in key positions.
Girija and Makune including Male are now voicing against Maoists,
because they are smelling a ballot war against them. In order to
make the interim government, Deuba wanted to feed more MPs the
taste of Ministry and get support for announcement of Interim
government because if he can play the Game that Girija played
in 1994+s, and he knows failure to play a appropriate move will
result the Man Mohan Adhikari 's move and loss his PM position for
forever.

Lets see how they play game. We have become the PYUSA in
their CHESS game.

Unreasonable demand
Krishna Bahadur Mahara, convenor of the Maoist team for peace talks with the government, has arrived in the capital for the third round of talks. But there seems to be some confusion about the conditions they had agreed to at their last round of talks held in Bardiya. Mahara has accused the government of not sticking to the commitment it made at Bardiya. At the second ound talks, the Maoists had presented their twenty point-demand including abrogation of the present constitution, institution of a republican state and formation of an interim government. Besides, they had also demanded the release of hard core Maoists under police custody. However, the government flatly refused to discuss any republican state or abrogation of the present constitution. Instead the government released some of the hard core Maoists preparatory to the third round which may take place any time soon in the capital.

Mahara, who has been leading the Maoist team since the government and the Maoists agreed to a dialogue, has threatened the government that he would not sit for a third round until the government released fifty percent of the Maoists still in police custody. Mahara even said that it would be pointless to hold any dialogue under the present constitution. Not only that, he has threatened to resume the armed struggle against the democratic establishment if the government does not relent. We cannot take such utterances lightly. The Maoists have earned a reputation for extorting money from business houses, educational institutions and political leaders. They have raped minors and cracked down on those who protested against such heinous crimes. They vandalized sacred idols and closed down a Sanskrit study institution after ordering the students to shift to local government-run schools. Against this background, what does Mahara mean by the word "release"? Does he mean that the government should release even those who have flagrantly indulged in crime after the ceasefire came into effect?

It is sad but true that the Maoists have not hesitated to threaten those who have opposed their despotic policies. They have poured petrol on teachers to intimidate them and planted explosives at schools to close down those institutions. Yet, the Maoist leadership has not taken any action against the perpetrators of such excesses. Rather, they have only sought the release of such elements from government detention. The government must not kneel down to this unreasonable demand. Releasing detainees to facilitate the peace process is one thing. But using the peace process to secure the release of those very people who through their wanton ways jeopardize that process is like capitulation. Home Minister Khum Bahadur Khadka may have done the right thing when he put his foot down and said no more releases, or else he would resign.
