This is re present turmoil in American President election, where two candidates are seeking edge in a razor-thin margin: Fact1: The candidates are 0.0016% apart by two machine recounts. The errror or noise of the ballot reading machines is about 1%. Within the noise ! Two questions : Why did banks,insurance companies,credit card companies getaway from punched cards to very sophisticate optical readers with very sophisticated handwriting recognition -if punched cards are so accurate ? If the vote tallying business is so lucrative,and ifIBM developed the technology - originally for the Census Bureau when IBM's biggest line of business was delicatessen scales -why did they get out of it? Because the IBM "belt and suspenders"lawyers knew how inaccurate these systems were - they had heard it from every bank and insurance company in the US- and they didn't want a bunch of IBM executives sitting in a court room being cross-examined by James Baker and Warren Christopher - or sitting in a Senate Hearing Room being questioned by Arlen Specter and Richard Shelby.
