Security at Nepal's only major airport has been put on a heightened state of alert after authorities received a threat of a planned terrorist hijacking.

A letter received by authorities in the past week reportedly warns that supporters of Osama bin Laden may already be in Kathmandu.

It details a possible plot to hijack a plane and crash it into one of three possible targets in the Indian capital, New Delhi.

According to the Kathmandu Post newspaper, which said it had seen a copy of the warning, the letter said a terrorist cell connected to bin Laden was already in the Nepalese capital.

It said the targets in New Delhi included the U.S. embassy, the office of India's prime minister or his home.

The English-language daily said the handwritten letter was mailed from the southern Indian city of Chennai.

'Alarming'
It warned authorities of a "possible plot by members of Osama bin Laden's group" to hijack an airliner flying from Kathmandu.

"The message is very alarming and we are all concerned, but we think it could be a hoax," Bishnu Subedi of the Board of Airlines Representatives was quoted by the Associated Press as saying.

Nonetheless extra personnel have been drafted in to carry out security checks at Kathmandu airport, with every passenger being frisked.

In 1999 Muslim militants hijacked a plane from Kathmandu and eventually landed in the Afghan city of Kandahar.

One passenger was killed in the hijacking and the rest were freed after a week in exchange for the release of three militants held in Indian jails.

Both Nepal and India have given their backing to the U.S.-led strikes on Afghanistan and offered use of their facilities for aircraft taking part in operations.

Nepal's only Int'l airport is on high alert? True. My self and
My belongings were checked, yesterday, several times, before
I sat on my seat inside the air craft.

But, the officials have left a lot of loop holes:

A. The suitcase --checked in baggage-- were checked
first, while hand carry bag remained unchecked from
the gate to upstairs. The fellow infront of me opened
his overnight bag just before the check in counter
and inserted some items that he brought as hand carry
bags. True. I reported to the security, they, guys
were not interested.

Loop hole: You go to x-ray machine, keep your explosive
in your hand bag, and then, just before the check in
counter you open your bags (suitcase may be a bit difficult),
but, loose bags easy to manipulate. Or else, you go to
toilet, with suitcase, the band can be open with force,
because its glued. So you open your suitcase and manpulate
anything you like. Use superglue or hard cement-glue, then,
you can easily join the band.

Solution: 1. Ask all passengers to check all bags whether hand
-cabin bags- or check in bags, SIMULTANEOUSLY. or,
2. Ask airline agents to carry the x-ray checked bags to
carry immediately after x-ray checks, so that passengers
do not have chances to manipulate bags.
3. Put a standard stickers on each --lock--, the sticker should
be easily broken into pieces, i.e. I have seen in Japan. Such
stickers can not be reUsed.
4. Make a fast scanning X-ray check (2nd check) after check-in again,
to make sure that explosives are not planted check in bags.

B. The way army dressed peoples entering and getting out of
the departure to upstair, clearlys gives an indication that
if you are in green dressed you licensed to go anywhere,
even without showing your ID. I had seen a few army officers
entering and exiting, without showing ID cards.

C. You talk with police for 5 to 10 minutes, the police officers
will allow you to go inside anywhere you like. When I requested
one police dui-fuli wala, to kindly take a snap, he told me that
he can allow some out of us could enter inside, the airport. That
clearly gives, they do not care IDs, but, if you make good relation
with police like Bastola did in Biratnagar to higjack the RNAC plane
carrying 30lakhs of rupees. Long time relation, lets you clear the
checks. This is how G-TV peoples insulted TIA security.

D. Upstair check: Carry in bag (cabin) and body checks:
There too if you know someone, you can bypass checks.
The person who checked my bag was looking at me for
a minute or more when I was in que, I was scared whether
he suspected something wrong with me, because I was
running out of time, and when I approached to him,
he started asking who am I, then, it happened surprisingly
interesting that he knew me, but, I did not know him.
He said, you can go. I asked him to check my bag, don't
bypass me just because you know me, and I further said
to him to check all peoples whetherhe knows them personally
or not. I opened my bag, showed him, but, he was not
interested to look inside the bag, that scared me. I told
him, not to do like this. But, he replied, "Dai lai pani maile
check garna huncha tani . . . .". I am sure some other
malacious Dai will be coming there someday.

Conclusion:

The checks are going on, they are trying to locate, but,
they are not in order, systematic, and consistent, thus,
TIA has a lot of loopholes. Like IA hijacking, the
hijackers can easily pass items under such inconsistent
check procedures. If any one here knows or can convince
big guys, its time to tell them what I had observed.
