SECURITY ADVICE > ISSUED AT 1100HRS ON Tuesday 27 NOVEMBER 2001 > > As a direct result of major Maoist attacks on army, police and government > targets throughout Nepal over the weekend 23/25 November, His Majesty King > Gyanendra, on the recommendation of the Council of Ministers, declared a > national State of Emergency, effective Monday 26 November. > Supporting this declaration, the King, on the recommendation of the > National Defence Council, approved the mobilisation of the Royal Nepal Army to > combat Maoist cadres. Additionally, His Majesty promulgated an Ordinance > declaring the Communist Party of Nepal (Maoist) a terrorist organisation. The > Ordinance provided for the definition and criminalisation of terrorist acts. > The State of Emergency empowers the Government of Nepal to suspend a > number > constitutional rights. These include freedom of opinion and expression; > freedom of movement; freedom of peaceful assembly; freedom of the press and > arrest without charge. The government's intention is to use the emergency > powers to restrict terrorist activity in the Kingdom and restore peace and > security. > This remains a tense and unpredictable time. Violent Maoist activities > continue, and the Army has begun operations against Maoist cadres in rural > areas. The situation may change rapidly, and there is a likelihood that > violence will continue. It is important that all British nationals remain > in touch with news sources to monitor the situation. > [ ] are reminded of the need to exercise exceptional caution > when travelling in Nepal. Tourist should restrict their travel to the main > tourist destinations. Trekkers must remain on established routes, in groups > and with reputable trekking agencies.
