One-third of dev budget for security’

KATHMANDU, Dec 24 - The government is set to divert development funds to meet the operational costs of the current security forces’ offensive against the Maoist “terrorists”.

“About 25 to 30 per cent of the total development funds from the 2001/2002 budget will be reallocated to meet the operational costs,” said Bijay Kumar Gachchhadar, Minister for Water Resources. He was speaking to a few reporters after coming out of the all-party meeting called by Prime Minister Sher Bahadur Deuba on Sunday in the Prime Minister’s Office to review emergency.

The diversion of funds means about a whopping Rs 15 billion could be sliced from the total development allocation of Rs 50.47 billion.

Bijay Gacchhedar, Khum Bdr. .... will suck at least 50% of
this total budget. Why 50%? In Nepal, if you have joined
govt. office, you can hear hakims talking about
"10% commision official jastai ho! and lower level staff
in one office I ever joined said, 10% commision ta legal
nai ho re ni ta?".

In another organization that I worked for 3 months
as consultant, got a project only in 30% of the total
cost, for my part of job they paid about 4% . I did
design, and wrote the major part of the total report
in my free time. When I asked about the little more for
my hard work, the head of the consulting office told me
that "G-jee, hamile ta balla balla 30% ma pako, aba hernus
na 30% bata kati le site jane, kati tapai lai dine, kati
typing and report binding ma kharcha garne, hami le
kati bachaune ..... ". I agreed to the amount that I
got, what I realized that time was, at least I got something
to work, "khali ta basnu parena". Under such scenario,
I don't think the first degree contract bidders in "controlling the
terrorism, i.e. khum bdr. khadka et al. associates pvt. ltd."
will seek major share and then, it will gradually step down
to lower level staffs. The lowest level will be army cadres
who will get masik talab and TA-DA and at the most some
compensation if some parts of their body is injured.

Believe it or not. Rs. 15billion = US $ 250million =
2.5% of the total cost spent on Gulf war.
So, its a mini gulf war.

Dear GP: Thanks for sharing your personal experience. It is indeed pathetic. It seems like an insurmountable challenge to create an efficient, uncorrupt bureaucracy in Nepal. Do you have any suggestions?
