Dear All, HURPEC NEPAL has started online Petition to end 'State of Emergency and Civil War' in our country Nepal. You all know the ciritical situation of our country. So, I request you all to sign the petition online now: http://www.petitiononline.com/hurpec/petition.html For your information, a copy of petition is as follows: To: The Prime Minister Mr. Sher Bahadur Deuba, Nepal Dear Prime Minister, WE, the signatories of this petition, are concerned on the critical and worsening situation of Democracy, Human Rights, Peace and Security of Nepal. It is a well known fact that "Peace brings peace, but War brings always war. Killing own people is not democracy and justice". We appreciate Nepal as 'birthplace of Lord Buddha and Country of Third Pole'. But, we are surprised to see this situation in Nepal. The bullets against the people is promotion of conflict and violence among the people, not solution of the problems. We want to see Nepal as the Country of complete Democracy, Human Rights and Zone of Peace. So, we call upon the Government of Nepal: 1) To end ongoing 'State of Emergency' immediately. 2) To solve 'Maoist Problems' through peaceful dialogue at any way. 3) To setup an enquiry commission finding out about those killed and disappeared during Maoist insurgency and provide them reasonable compensation. 4) To stop all kind of arbitrary arrest and killings, inhuman and cruel torture and disappreances. 5) To ensure all and equal human rights of the people including freedom of opinion and expression, freedom to assemble peaceably and without arms and freedom to form unions and associations. 6) To release all prisoners of conscience. 7) To maintain peace and security throughout the Nation and make people disarmed. We hope, the State of Emergency will be ended and Democracy, Human Rights and Peace will be re-established soon. Thanks for your Consideration to us and all Nepalese People. Sincerely ---------------- ---- Thanks for signing the petition. We couldn't put our petition on our own web-site: http://www.hurpec.org, so it is posted on another server. Please, go to sign petition now: http://www.petitiononline.com/hurpec/petition.html Thanks. Sincerely Milan Karki President HURPEC NEPAL

Call me cautious, but has anyone here read the text of HMG's emergency declaration closely enough to know whether this petition violates any provisions of the order? The only reason I ask is that I think it would be a shame if well-intentioned signators got in trouble by signing this petition. (See note at bottom of petition.)

mr.milan k. As a human rights group whatever you r doing is praisworthy but gathering petition online mightnot help to solve your problem.i understand as a nepali, killing our own brothers and sisters is not a good idea but there was plenty of time before "state of emergency" was declared you guys to think about this current situation.every body was expecting that maoists' act would lead the country to the current situation.there is no surprise about deploying military troops to eradicate so-called terrorists from the country of peace. would explain to me, when maoists started their underground war to overthrow the monarchy how come you guys never ask for petition to stop the killings of hundreds of policemen and innocent citizens by those who are seeking refuge to human rights group now. it is really a sad situation in a country like nepal.i liked the manifesto of mao but these people so-called maoists misused it so it doesn't mean anything. anyway good luck on that but i ain't gonna send my petition. neapli007

Human Right is a sick joke in Nepal? The terrorists go to villages and drag people out of their homes and hack them to death right in front of their families and neighbors. This sad saga is going on for years now, but no human right priest raises a issue. So the lesson would be: those murdered and tortured by Maoists are not human beings at all! Human right and company become noisy only when the security forces begin to take action against the terrorists and murderers! So are these human right people part of the Maoist organization like that Padam Ratne? Don't the people who claim to be human right wallas ashamed of themselves, how can they support a violent, terrorist thugs who recognize no civil, human or divine rights and obligations? So sadly I come to the conclusion that: Manabadhikarbadi = Maobadi, nothing more nothing less

Dear Karki bro, Wrong time wrong place bhaneko yehi ho. You should have done a similar thing to Mao Badi Netas as well. Where were you when my uncle was helplessly murdered by these Mao's while ploughing his field. I know you could not be there personally but your petition should have been submitted around that time to them as well. I fully back government Emergency clamping. It should extend for a full year 2001 if we are to have any meaningful change.
