Will Militia be OK?

As a person who has tracked the movement of some militia groups
in the world,especially those operating in Columbia,I shuddered
at the suggestion of establishing militia(probably paramilitary)
in Nepal to fight against Maoists.I can definitely tell that
it is going to be one of the worst official decision made in
Nepal.

In Columbia,the militia group of Carlos Castano is such a
ruthless and corrupt force that it has killed all the villagers
indescriminately just because they suspected themn to be Maoist gurillas.
Castano's group takes money from drug dealers,and kidnaps the
nation's senators,judges and everybody it deems to be against its
interest.And now,guess what,it demands a position in proposed
dialogue of Maoists-government for acheiving peace.

Now lets think about Nepalese militia:it will be directly under
Girija or whoever is homeminister, it will take money from
national coffer in stead of from drug dealers and will fight
effectively against Maoist(if all goes as planned).But lets face
it :it will not be that simple.The militia will comprise of
some unemployed Nebi Sangha thitas and police,they will not only
be used against Maoist but also against UML,and probably Deuba
people,and the militia will have freedom of entering anybody's
house in village and summarily executing anybody they deem agaist
national interest.They can take money from local people as well
as from national coffer.And certainly,they can make environment
more inflammable,rape ladies ,beat local boys etc etc.

There is another condition coming in the offing in ruling party:
party presidency .Either Girija or Deuba.If Girija becomes
president,the party will be run by Koirala coterie.Gobinda Joshi
etc will be resurgent to take control of some of party portfolios.
Militia ,though national one,will be one of the most coveted
place to control,because of the might and money associated with
this.(I mean who will risk enraging militia head then?)After Girija's
demise(probably not more than a decade),the militia will be one
of the most important place to eye for party power(I am assuming
that Girija will not leave presidency until he is in deathbed).
In any case,militia will put us back to the barbaric history where
'military might' overrides 'popular will'.

Deuba presidency is less charming option.He is not as strong
leader as Girija,and he will undoubtedly be beholden to Gachchadar
,Bhattarai,Khum Bdr etc ,every these will be as powerful as him,
thus further deterioting the situation,since NC has never learned
to practice collective leadership.Militia will be held in
precarious leadership.

Meaning: whoever will assume NC party presidency will be assuming
weakened presidency.

Militia under army or militia under police leadership is also not
a sound proposal.There are only two ways left in this stage of
Maoist revolution:Either government follow Peruvian model in
which army doesn't care anything about human right stuffs and
kills and imprision anybody involved in insurgency, or government
devise its own new humane ways of dialogue and containment of
Maoists.I think it is good if government go the way of dialoge and
handover a few districts to them.One thing the government is
always in profit:it is valid and popular government,and whenever
there will be vote,NC will have upper hand over Maoists.

So Let's hope the government won't make any stupid and irreversible mistake.
