KATHMANDU, Feb 11 - The government on Monday registered a proposal seeking ratification of the state of emergency imposed on the country on November 26. The government move comes a day after the winter session of parliament convened.

The proposal seeking parliamentary ratification was registered at the parliamentary secretariat on behalf of Prime Minister by Minister without portfolio Rishikesh Gautam Monday afternoon. The proposal will mature in five days and the parliament is expected begin debate on its ratification thereafter.

The state of emergency will have to be passed by two-thirds of the members of the House of Representatives. The ruling Nepali Congress will need opposition support to push its through. Political observers say despite strong rhetoric by opposition the proposal will most likely to be pushed through after hard bargaining between the government and the opposition. (rk)

KOL Report

KATHMANDU, Feb 12 - The Fake Certificate Investigation Sub-Committee of the parliamentary State Affairs Committee has told Nepal Electricity Authority (NEA) to present original certificates of 37 staff members after it detected discrepancies in their SLC certificates.

The Sub-committee has ordered the NEA Executive Director Bishnu Bam Malla to submit the original certificates at a meeting Monday, according to Parliamentarian Mahendra Bahadur Pandey, the Sub-Committee Coordinator.

“The NEA’s internal sub-committee submitted photocopies of a total of 68 employees after finding them dubious,” Pandey said. “And discrepancies between the names and symbol numbers were found in 37 certificates.” A total of 253 certificates had been sent to the government’s School Leaving Certificate (SLC) Examination Board, according to him.

In another interesting development, the Sub-Committee has sought written clarification from the Chairman of Gorakhapatra Corporation, after he failed to turn up at Monday’s meeting. (yo)
