No, it is not a bad grammar. It is a philosophical news.
Look, why army are shooting at maoists ? to eradicate them ? Of course not. Because they know it is simply not possible. But still they are shooting at them. Why ? For the news. To make the rulers feel good. That's all. Having said that, how much different is it from shooting at live Maoists ? You can express your anger in both ways equally. That's exactly what army is doing.
