Hi! 'Vascular tissue' basically means that it consists some type of fluid, for example blood, lymph e.t.c. As far as I know, the brain is described as a highly vascular tissue because of the presence of extensive blood vessels and as well as cerebrospinal fluid, CSF. Blood vessels are present extensively throughout the brain, and oxygenated blood are carried through arteries, for example: meningeal artery, cerebral artery e.t.c. Cerebrospinal fluid is present in the region of brain called subarachnoid space and its main function is to protect the region of brain against any pressure. I don't know if this actually answers your question, but it just comes out of some of my knowledge on anatomy.
