jhigaa khichdachha saasale nabujhi tyo, swaadale khaau bhani!

( I know I don't remember very clearly, but something like these two lines are in
Gunaratnamaalaa, a venerable old book written by somebody Guragain! I will
try to write down correct lines if I find it in future)

Ganesh Man Singh first used these two lines to describe Panchayati mantris in the grand gathering of Chaksibari in 2046. (OK, these two lines literally translate as
follows: even though the snake has already swallowed half of the body of the
frog, it is still trying to sniff in some delicious flies! It is supposed to show the
myopia of human in Gunaratnamaalaa) The old man got clappings, but didn't
mention where he got these two lines from.

Somedays ago, according to one publication listed in nepalnews.com, I again
read a news about Madhav Nepal. He was accusing Nepali Congress ministers
with these same lines. (The congressi ministers are like frogs in the mouth of snake
who still wants to eat some more from national coffer!, he said) Of course, our
ministers are not so rich in language that they can conjure up such poetic analogy
in their dumb mind, nor are they so magnanimous to cite the old poet for this
example.(Although, I confess I am not sure if Mr Guragain was the first one to give
this analogy!)

Now, I am just curious who wrote the Gunaratnamaala? I remember it is Mr sth
Guragain. Anyone has any idea when was it written?

that saying or that idea, i believe is very old. old people still use that as an analogy. it's like old ukhan tukka where there are no originators.

Have you checked with your father? He may know it. I assume it was a popular book among the people of that age.

He doesn't know the name of the writer. I guess it is an old book,but I am just
curious to know who the writer is. Teepeeji, I think the two lines (shloka) in
Gunaratnamaalaa were pretty popular. But my posting was about the writer,
actually.
