open the door that would push themselves inside it.

Registration of ex-minister's complaint denied

KATHMANDU, April 24 – Just a day after confessing before the journalists of earning large amount of wealth through illegal means, former Minister of State for Water Resources Hari Prasad Pandey was depressed Tuesday after the District Administration Office (DAO), Kaski denied registering his complaint against himself.
Later, the annoyed Pandey went to the Post Office and dispatched the same complaint to the DAO through regular mail.
Pandey had reached to the Chief District Officer Tika Ram Aryal at about 1.00 p.m. with a letter of his "misdeeds" and other evidences in his hands. But, the CDO denied the registration of the complaint, saying that he has no authority to accept charges laid against oneself. At the time, CDO Aryal also advised Pandey to knock the door of the Commission for the Investigation of Abuse and Authority to penalize himself. (yo)

It surprises me why CDO office or the blah blah commissions do
not want to take action against Pandey? I tried it very hard
and came to following conclusions.
Have you ever seen the movie DISCLOSURE.
The "HERO" of the movie is MC. Duglous.
It was on Sexual harassements. I saw it several
times (at least 3 times, because I bought a DVD
when I got it in cheap price and when peoples
visit my home I let them see this movie).
In the movie, the boss of MG try to abuse
MG but, next day she make a fuss as MG was
trying to harass her sexually. ... The case
goes to court and . .. . many things happen
and even his wife started one point to dislike him.
Finally, one day lawyer tells to the MG that
sexual harassement is a game of powers.
No one goes to court indeed when a street walker
JISKYAUCHHA ... to girl or vice versa.
Well, sexual harassement is a main issue only
when harasser occupies or chances to occupy
a big post (i.e. enjoy power) then, harassed
person has good chance of coiing the harassement
into money "BIG SUM".
Similarly, I realized that Pandey is not now an influential
Politician, but, just a biz. man. So, the politicians or
administration do not want to touch a guy that has
no power, and by touching him, the officers know that
it may create a landslide in the administration and politics
and his boss in Singha Durbar may back fire the officer
and he might be out of job in a few weeks. Thus, our
politicians only make fuss when its done by their fellow
MPs, because by creating such fuss, they can bargain
power, e.g. voting in parliament, ...., but, by bringing
Pandey into justice, they spent only time, and if things
go wrong it may even push them inside jail. Thus, they
don't touch a guy that is powerless and by punishing
Pandey, Pandey may have good campaign after 10years
when he completes his jail term and returns to politics.
As DB Lama has already showed that going to jail is
a great achievement in Nepali Politics, the AMALE and
NC don't like to push Pandey inside jail so that he
always looks for punishments. Its really a game of
power.
It applies to here in Sajha.com too. As an example,
I have to confess that I did not do anything to these
fachhe fuchhe guys when they jumped on me, as usual,
I let them go. But, when our Sajha.com vetran NK
put a short line, why could not I skip myself. Because,
the impact of NK is higher than the these fache-fuche
writers. By writing against fache-fuche, I am promoting
them, but, by pointing the mistake of vetran like NK,
I might have indirectly stretched my nose (just kidding?
this is just back analysis).
