OPEN LETTER TO FOREIGN TOURISTS VISITING NEPAL from the United Revolutionary Council Dear Foreign Tourists, Welcome to the country of the roof of the world, and warmest greetings from the materially poor but spiritually rich people of Nepal! As you very well know, a revolutionary People’s War (PW) under the leadership of Communist Party of Nepal (Maoist) is raging in Nepal against a fascist monarchical state since February 1996. After getting severe drubbing from the heroic People’s Liberation Army (PLA.) in every battle front and losing almost all of the countryside to the advancing revolutionary forces, the fast crumbling reactionary regime headed by hated Gyanendra Shah has imposed brutal military dictatorship under the guise of the so-called state of emergency in the country since November 2001. This last desperate act of the tottering regime to save its skin has already backfired on itself and the mass rebellion in the form of the people’s war has intensified further in recent weeks and will reach a crescendo in the coming days. It is now obvious that two states, two armies, two laws and two cultures, one representing a handful of moribund parasitic classes and the other representing the vast majority of the democratic and progressive working people, are engaged in life and death struggle in the country. The United Revolutionary People’s Council (URPC) is an embryonic Central People’s Government Organising Committee in the form of a revolutionary united front headed by the CPN (Maoist). We, therefore, deem it our duty to acquaint you with some of our basic positions and dispel some canards spread against us by the old reactionary state machinery. What are we basically fighting for? We are fighting for a genuine people’s democracy in the country. As you know, in the current political dispensation in Nepal the real state power vests in the feudal monarchy that effectively controls the royal army, and the parliament is a mere showcase to embellish the hereditary autocracy. Besides, the self-proclaimed current ‘king’ Gyanendra and his son Paras are known criminal gangsters who have usurped the throne in a bloody coup d’etat against King Birendra last June 2001. Anybody familiar with the Nepalese history will agree that the archaic institution of feudal monarchy is the root cause and bulwark of socio-economic backwardness, abysmal poverty, glaring inequality and all-round underdevelopment plaguing the country, and its abolition is a minimum precondition for ushering in genuine democracy, both political and economic, in the country. When the English could wage war against their monarchy in the 17th century, or the French in the 18th century, or other civilised peoples in the 19th and 20th century, why can't the Nepalese people do the same even in the 21st century? And are we against tourism industry in general and foreign tourists in particular? Nothing could be farther from the truth. We are all for making maximum utilisation of the natural and cultural resources for the rapid economic development and wellbeing of the country and the people. And given the exquisite natural beauty and rich cultural heritage of the country, promotion of tourism obviously comes high in the priority list of the future economic development policy. As regards the false accusations of our xenophobic inclinations and preference for a closed political system, this is another example of sinister disinformation campaigns deliberately launched by the counter-revolutionary forces. By ideological persuasion we are for the ultimate withering away of all national and state boundaries and creation of a classless and stateless global community of people. Rather the fake votaries of ‘globalisation’ of capital are mortally against the globalisation of labour as well and hence, in essence, against genuine all-round globalisation. Foreign tourists are, therefore, most welcome in the country and will be so in future as well. However, we would like to draw your attention to the grossly lopsided nature of current tourism industry in the country and would advise you to take special precautionary measures while travelling during the period of war. Firstly, the tourism industry in Nepal is monopolised by the arch-reactionary Shah-Rana family and their close courtiers (for example, all the five-star hotels and most of the star hotels and travel business are either owned or controlled by them), and most of the earnings from tourism is said to flow back to foreign countries. Therefore it is quite imperative to smash this anti-people and anti-national monopolistic structure of the tourism industry and foreign tourists would be advised not to patronise such tourism services (e.g., hotels, airlines, buses etc.) particularly owned by the hated Shah-Rana families. Secondly, during wartime the unassuming traveller can be caught between the crossfire of the contending armies. The foreign tourists are, therefore, kindly advised not to venture into areas where active fighting is going on. They are most welcome into the revolutionary base areas, which are firmly under the control of the revolutionary forces. And a few words to our honoured guests from neighbouring India. Though the reactionary state media cries hoarse about our so-called anti-India posture, you need not be unduly perturbed. Despite the conspiracy of the ruling classes of both the countries to drive wedges between the people of Nepal and India, we are conscious of the common destiny of the two peoples and are for developing a close and cordial relations between the two. You are, therefore, most welcome to visit Nepal. And finally, in view of the 5-day long ‘Nepal bandh’ (i.e. general shutdown) from April 2 to April 6, 2002, and the subsequent surcharged atmosphere in the aftermath, the foreign tourists are well advised to skip the tour itinerary, if any, for the said period. We deeply regret the inconveniences likely to cause to you all. Baburam Bhattrai, You are insane slayer. You believe in an idealogy that is proven to be a fallacy. Your struggle for power will leave Nepal chocking if not dead. There is no hope of better Nepal for tomorrow. You polity is against the king. He is your sole enemy. Thats what it looks like from your statement. There is no way the people are going to select you over the king. Maobadis have proven to be corrupt and rapists. You are hungry for power and money than any other corrupt politician. Corrupt politician only takes bribe but you kill, rob banks, rape and torture people. Who is getting hurt when you rob banks? The local business men, farmers, tea shop owners. When you rob banks you should think how this affects economy. Every thing you do you should think how it affects society. Why should Nepal revolt against the king? To give you more power? You say the tourists are welcome.. toursists are requirred to pay fees as much as 10,000 rupees per person, in maoist areas, is this your form of welcome? The world is past over 20th century and communism has lost all its teath. You should wake up and decide on the development of the country not on destruction of the country. I have a lot to say to you if I meet you in person but you will fitst shoot me than ask questions? I will have a not book and all the questions and my comments written on it, you can read it after you kill me. I am planning to be in Nepal and plan to pay you a visit. this seems like there is a foreign ministersomewhere in Rolpa or Dolpa!!!!! i admired his philosophy but not the one he is following rite now. he is the biggest losser we can ever imagine because he did not find his way to get to the power. during the first election, i think his so-called freaking maobadi won like 3 seats. on the second one his deposit got confisticated due to the poor results.so he got so frustrated he did not find any other way to get there beside killing poor and innocent people. DrBR shame on you.wait until RNA somke u out of ur cave. good luck nepali for finding him. i feel like going to nepal and try to find him at least that would give me a staggering amt of money and peace to those family who lost their loved ones.5 million rupees ain't bad huh!!! by the way what is this crap BABURAM? now u didn't find any bank to rob and started to persuading tourists???

R.N.A., First of all, you are very paranoid. Second of all, you do not know how to use the internet. I heard about the letter in the interview on NPR with the BBC Nepal correspondant. I was interested in reading the actual text of the letter since many foreign governments have cited the letter in remarks to their citizens cautioning travel to Nepal. Although one may disagree with the Maoists, it still can be important to hear what they have to say. Why are you all against Baburam's letter. I liked it though i don't know his real intention. He spoke out the truth and his letter shows that he really cares for the people. Again i shall reiterate that i don't know his real intentions. His letter to me seems genuine and right to the point.

How can we develop as a nation when we have to bribe ministers and workers to get anything and everyting done in a timely basis? I am for the poor and indigent people of Nepal. Most of us live in the USA and when we visit back home we don't realize how bad the situation is coz we can afford to indulge in fun stuff. Everything is indeed controlled by monarch in Nepal. Parash Shah killed people and he wasn't punished for it. Instead he is going to be our future king? Are you guys blind. We don't have any choice! Why can't we all start to brainstorm about who will make a good leader if we all come to the point of appointing new leaders. I don't like what Baburam is doing. But we listen to hear what he has to say and maybe he will listen to us and change is ways of declaring war agianst the monarchs. Btw, I don't believe in communism coz i know we don't live in a idle world. Plus we have to learn from history and to what we know communism has failed in many countries. But i beleive in sancity of all people not just rich and middle class people of Nepal.

What choices do we have as a future leader? Paras a killer? or Baburam the biggest killer in the history of Nepal. Paras regretting his deeds and trying to be better. Baburam killing still in killing rampage. It will continue even if he becomes absolute power of Nepal and you know that. In Nepal not everything is controlled my monarch, not after Democracy. OK here is an honest question, if you had to vote for whom would you vote? Baburam or Paras? With Paras there is some predictability but with Baburam there is no predictability. He is less than an insane killer, worst than a psychopath. I still have some respect for Paras for all what he has done but not for Baburam, not at all. I know that Paras is trying to be better. Do you know what Baburam's son or the next heir is going to be?? May be worst than Baburam? What do I know? What do you know? I will follow the path path that has been proven to be successful and every one in Nepal could enjoy. There are some drawbacks for democracy (we already know that) but I do not think that Nepal can afford to go to dark ages again for the shake for our future/present generation. I admire Baburam for his scholarship but I see him as a person with a lowest morale stance in the history of Nepal. Again that is my opinion.

Thapaji, I don't know what to say to you. Paras changing...I don't think so. His whole family are murderers. Do you not remember Namita and Sunita case? They were raped and thrown in the Pokhara's pond by none other than these royal creatures. I am sick of them. They have taken all the resources for them. They don't know anything about sharing, caring and develoing our nation. These royals are sick sicker than Baburam Bhattaria. Baburam has only revealed the intensity of the situation. We don't want Baburam and we don't want Paras. We want someone better. Doesn't our country have one single leader who appeals to the public. Come on man what happened to all these educated fellas from abroad? Can they not take in charge. What's the use of education if you can't take in charge and bolster the needs of people? Our country lacks leaders. So far we have had leaders who talked too much and did almost nothing for Nepal. I mean, how can you empathize with people who have to live on one meal a day if they are lucky while you get to eat anything that you want? We have to start over with our own resources. We can't be seeking help for US. We will be digging our own grave because that's what has happened to countries who once got Aid from United States. For ex. Argentina who recently claimed bankruptcy. Mr. Bhattarai, Do you think this letter is supposed to convince the tourists ? Firstly, of do you want us to believe that you are preserving Nepal. Look at the infrastructural damage you have caused in the country. We already were poor and backward economy wise now you have sent us back 10 years. You call yourself a people's party but you have been killing the very people who are the citizens of your country and a lot of innocent lives have been lost. You have become the worst nightmare of children who have lost their fathers and mothers in your so called "people war" which of course is phony because once you reach the top you will forget about the people because that's what they all do and you are no "Gandhi or Mandella" which you just proved by killing innocent people. Both Gandhi and Madella won their battles by preaching peace not killing their people. Why Why Why and once again Why are you misusing the poor and illiterate citizens and giving them the wrong hope? If the money invested in weapons were invested in schools and education six years ago (the time when you started your so called "peoples war") you could have made a difference, you would have been a human God not a killer. Than I too would have called you a people's person. Let me tell you one thing for sure you will never achieve what you want through violence and least of all "foreign sympathy". A question for you "Would you call a man brave if he killed his brothers to gain power and money." By the way it was an analogy "the world sees Nepal (or any country as one family) and you killing other nepalese to gain power". Sorry for the language but with that deed (killing innocent people) you just kissed foreign sympathy's ass goodbye. I am pretty much sure a lot of people fighting for you don't even know the main cause of this civil war. Remember one thing that in a civil war no one wins everyone loses. You can never become a hero by killing one of your own, even animals don't do it and even though we are from a poor third world country our culture and diversity proves that we are civilized people. Mr. Bhattrai its not too late to improve or change your plans. Divert all your resources to one thing, "education". It is the most powerful tool in the world, no one can take that away, it will be yours to keep for life and never depriciates in value. If all or even the majority can understand the difference between corrupt and innocent and analize who would be a good leader our country can have abetter future. We already have democracy lets utilize it well. Your stikes effect poor people the most because they are daily wage earners and no wage means no food for them and their little children. Little children go hungry, they haven't harmed you, but each time they go hungry they think of you as the devil. If you carry on in the same manner I think no one will name their children "BABURAM" , at least the bhattarai's wouldn't. "Don't play God because you have no right to take any human life." I agree 100% with the Matrix, This so called "people's war" which is led by Dr.Brain death motivating those poor innocent people of nepal. Killing citizens & destroying infrastructure,bloodshedding these are nature of evil ?what it would be ou country after five years,Afganstahn ,Palestine Oh! Dear Mr Baburamji, Hello, It was surprising to find you in the Sajha.With the possitive reaction.I support you because i'm anti monarchist this is why i do support you although i'm not a communist or belongint to any party.I was born in Nepal since a long time i left Nepal.My birthplace must be filtered by all those currupted parasites including the Monarch.keep the fight till the victory. I am very anxious to know why the higher level officials hasn't be killed yet?Due to this reason you are loosing the supports from the people like me and others who were influenced by the idology. Baburam ji one of the simplest way to gain the achivements is through the KAMIKAZES.So i suggest you to formate a KAMIKAZE REGIMENT.It is very effective.Believe me i know about it.I wonder why you haven't created it yet. Since 1st June 2001 the present King of Nepal has make the task more easier i'm very much sure that it won't be very tough to assacinate the remaning members of the Saha Dinasty. You must be a Nepalese Robinhood for the nepalese people.Once you start punishing all dam currupted officials oviously starting the countdown from the King level or the Ministry level people will starting beliving you.Just fighting with the Police and the army is not enough.
