Govinda Uprety surrendered to the chief district office in Kavre Tuesday afternoon after the army posted a notice on Nepal Television Monday saying he was wanted dead or alive for his role in the on-going in Maoist communist insurgency, local officials said.

sure, why not give him the rups....and then solicit a "donation" a la maobadis. then run a front page article in nepali dailies showing the guy handing the cash to the families of his victims! haahahahahahah!
