The current government is getting international support including India to quell the insurgency. Indian support alone will be enough to quell the maobadis. Now Prachanda is really scared that he will be handed over Nepal. This is the reason for talks. This guy should be hanged even before the talks! ----------------------------------------------------------------------------- Maoists propose talks Maoist strongman Pushpa Kamal Dahal alias Prachanda has offered tonegotiate an end to the bloody communist insurgency, CPN-UML sources said. The offer to negotiate an end to Nepal's bloodiest internal conflict came several days after the underground party said two offers for peace talks were hoaxes. The Maoists said offer for talks was a hoax after Prime Minister Sher Bahadur Deuba rejected offers for talks to end the insurgency. The offer has been sent to seven political parties represented in parliament, the UML said. "The offer has been signed by Prachanda. If the offer is a hoax, they will now have to say that the signature is forged," said a central committee member of the main opposition in parliament over telephone on whether the offer was another fraud. The standing committee of the CPN-UML discussed the peace offer Thursday. Narayanman Bijukakshya of the Nepal Majdoor Kisan Party confirmed he had received a signed fax. "There is no reason to comment on it." he said to a question whether the offer was a hoax. Vice Chairman of the RPP, Dr. Prakash Chand Lohini did not confirm or deny whether his party had received the offer. Authoritative Nepali Congress sources said they had not received any offer until 5.30 PM. "How can we trust them? There is no question of talks. They (Maoists) have first to prepare an atmosphere for talks. They have to first stop the violence and attacks on infrastructure," General Secretary of ruling Nepali Congress party Sushil Koirala told Nepalnews. Representatives of other parties were not immediately available for comment. nepalnews.com br May 16

I advocate change as well but I do not agree with the maobadi idea of change. Why cannot people make the best out of democracy? Kick all the older generation leaders out and elect new ones. This will be the start.

Well, Prachanda or his affiliated may kick off an email saying, Hey! they are willingness to initiate talk between Govt and Maoist. Later on, PM Deupa has rejected, said any talk initiation will not happened until Maoist give up their weapons. Later on, again prachanda or his affiliated sent an email, saying they did not send that, it was just hoax. Well, we should understand here, definately, Maoist are looking a chance to initiate talk, however they should come with some conclusion before any new game start by Govt. They might already realized by now, using any weapons, they will not gonne success. They have many intelligent members, so they must be far sighted too, what's their next move gonna be? As my understanding, it is very hard to predict on either side. Nobody are trustworthy in the country, especially in Nepal. -- Mahamurkha

Caution is necessary to analyze on what is being said on both side. It seems irrational that they want talk one day, another day they deny it and the third day they want it, again. It shows lack of direction on their strategy, if they have one. I also have a feeling that the maobadi leaders are having a heck of a time to control their army. Controlling 5,000 guerillas is not easy especially with antiquated communication equipment, rough terrain and weather. The maobadi leaders are not experienced leaders to manage the guerillas. It is "on the job" training. Let us also look at the international support for a moment. India has agreed to fully support the government to quell the insurgency. The maobadi proposal for talks came right after the Indian general's statement that Nepal will soon be free from terrorism. UK and US have also fully supported the actions against the insurgency as well. Israel is also there to help. Since all (most) international support is with the government including India, the maobadi leaders might have realized that their days are numbered. On the other hand it could just be their strategy to buy some time and let the security force "take it easy" for a while just like last time. I really hope that the maobadi leaders realize the international support Deuba has gathered on his belt. This puts maobadis on a tremendous disadvantage. They might have also realized that they cannot conquer the military with 5,000 guerillas. Some political parties have called Maobadi talks “dubious”. It seems that people are looking at the talk with suspicion just like we are. The first step to be successful in talk is to bring the leaders especially Baburam and Prachanda to the table, not their spokes-man. In the government side there should be prominent figure like Deuba. Personally I feel that the maobadis are much below the human values what we call it decency. They do not hesitate to kill yet enjoy their meal after killing. They are driven by the ideal for the betterment of the society yet have failed to have an ideology for it. Since Nepal is getting international support against the maobadis, India will jump in willingly or unwillingly to show support. Besides India does not want to be seen in front of the world as the country that "harbors terrorism". Indian support has been evident only after Nepal has successfully obtained International support. India will not want to loose the opportunity to say that they are the first ones to support Nepal to quell the insurgency. India is forced to support democratic government. India also has its vested interest in Nepal. Having said that how much support India will provide will have to be seen, with caution. It does not take a genius to know that maobadis feel that they are cornered.

Farmers, villagers and students fought and did victory against professional well-trained Nepalese Army, and now these Army scare to death and pulled back from all battle posts. We can ask ourselves that how much these corrupted people did corruption in Nepalese Army. Army even does not have gut to do their own professional tasks, because they are already became handicaps by these corrupted people. Nepalese Army has good soldiers but they are in Bad people’s hand. I fought first battle and survived but I felt that I was fighting with wrong people, so I quit from Army. I trained to fight with enemy’s soldiers but not with farmers, villagers and students, teachers and Nepalese……. It is true “ Badar lai Nariwal…. “ So we have to think and understand …. Maybe our thinking is wrong….. Maybe our belief is wrong…….. Shiva ( Retired Capt. Nepal Army)

I agree that there are problems in India, Nepal and other countries. Which country doesn't? My point was that the Indian politics directly affects us. If you look at all the revolutions in Nepal it was fought from India. Maobadis are also fighiting from India. If India decides to quell the maobadi activities in India, India can do that very quickly and effectively. India has a much better infrastructure and intelligence. Please understand that I am not advocating for India nor I like India but I think Indian support is crucial to fight the current insurgency. Similar like US getting help from Pakistan to fight the Talibans. I understand that the issues are different but the idea is not different. We need Indian support to fight the insurgency. It is frustrating for some Nepalis to see that Indians come to Nepal for employment. We also need to understand that Nepaleese go to India for employment as well. Nepaleese getting jobs in India has been going on for generations. Again, I am not advocating for the Indians. There is a problem of corruption in Nepal, no one can deny that. We also need to understand that corruption has been a big problem for most countries in the world. The current problems in Nepal can be solved when people understand the value of a ballot and only cast the ballot for the candidate they believe in. This is where the new leadership with accountability emerges and the country prospers. It will take time for the people to understand the value of election. The idea is to educate the general population about democracy. Once the general population stops saying "jun jogi aye pani kani chireko" then the democracy will shine. This solution might sound a bit far fetched but it is achievable and can be quickly obtained. There needs to be a national campaign to educate the people about the values of democracy along with the economic reform programs. Not believing in democracy is the biggest mistake and Nepal cannot afford other wise. It will take some time to reap fruits from the tree of democracy. We have only had democracy for a very short period of time. Democracy is what you make of it. In democracy people are free to make choices. Many times people make wrong choices, but will learn from them. This is the history of democracy. It took over 200 years for US to be where it is today. Did US had problems in the past? You bet it did. US had to work really, really hard to be where it is today. In democracy, people have to take responsibility. If you look at the democratic countries people only argue about the different party candidates during the election. As soon as the election is over they all support the elected candidate. This is true democracy. This is where the choice of the people gets honoured. When I travelled out of Nepal many years ago, I was suprized how much a common citizen supports its government. Once the election is over every one gets behind the elected government to make it sucessful. However, the situation is just opposite in Nepal. We all fight during election and we all fight after election. This will have to change. Nepaleese political consciousness is getting better every day. We learn the hard way and we are forced to learn. This is the begining of democracy. I also want to comment on the current proposal for talks from Maobadis and an attack on orphanage. Maobadis are trying to put pressure on the government for talks by attacking the orphonage. They cannot attack the infrastructure so they selected an orphonage! This is a prime example of how the maobadis operate on threat. I do want to appeal to all the people that have empathy toward maobadis and say that maobadis are driven by an idea of a betterment of society but do not have an idealogy for it. They do not even have moral grounds to stand on, how can they bring betterment of the society? How can a group of killers that like to kill the poeple of other beleifs be nice to you once he findsout that you do not like or approve their idea? There are a lot of fundamental wrongs with the maobadi system and it will not survive. It is only a metter of time. Think really hard before wasting your time and life for a cause that is going to loose.

brother, Do not cheer so fast. This is just a group of rebels whose time is very near. Read the last part of the article..I'll copy it for your convenience. >"They see everything here through the prism of local success in Rolpa," he said. >"I think they underestimate the resolve of the Nepali state and the resources the >authorities can call upon, both from their own coffers and the international >community."
