Alok Bohara...Albequerque, NM is quite different from Accham. Deepak Bohara was one of the scoundrels that personified the last remnants of the panchayati regime. Alok, should not be a hypocrite!

He distinguishes goals of the Maoists from the policy tools, and argues that the tools (macro and many other) are not compatible to achieve those goals. Thus, he is referring to policy tools when he says --The Maoists have just different ways of trying to achieve those goals. I don't think he is talking about or justifying the violence. See he has three sectios and one of them is Policy Tools.

Yes, Accham is quite different from NM. I have studied political economy all my life and have two degrees from Europe. When he says that the current political setup in Nepal requires a devolutionary approach (regional governments) he is trying to empower Accham and break the central power. Read his devolution article. I have written a thesis on the topic of devolution and Alok Bohara is right on the money with his argument. The only mistake he makes is that he actually beleives that there is someone willing to assess and implement these types of changes. He is actually wasting his time writing about Nepal and its problems.
