It seems that Maoists prefer the state of emergency to continue. That is why they are running offensive and provocative capmpaigns. And they know pretty well that such campaigns works well on our novice PM Deupa who is too good to react the events like "teenage lovers".
Possible reasons:
1. For Maoist, the state of emergency is not much different than the efficienctly mobilised RNA under anti-terrorist law. Emergency is rather a problem for opposition parties, press and general public (and maoists should be happy to see this).
2. Maoists know well that the government machinary (political, administrative, diplomatic, security infrastructure etc) is too incapable or indequate to efficiently utilize the state of emergency towards weakening maoist real strength. Rather, the issue of emergency has served maoist cause by driving a wage between the government and oppostion parties including civil society.
3. The state of emergency in the context of forthcoming election, as maoist can see, might be instrumental in further dividing government and oppostion parties, discrediting the election itself, and damaging democratic and human right image of government internationally.
