If someone of South Asian background were to run for Congress, what/which would be an ideal constituency? Which state? Which congressional district?

(1) A culturally diverse state/district.
(2) One progressive in its outlook.
(3) A white population that is not stuck upon electing only fellow whites.

Post 9/11 the Police Chief in Portland, Oregon, made news by not complying with the federal (Ashcroft!) requests to subject the city's foreign students with this basically racist questionnaire. I was impressed. I got to read up on Portland some more. It is a socially/environmentally perhaps the most progressive city in the US. I was further impressed.

So my vote for now goes to Oregon. But then a friend wrote to me saying Portland and Eugene are one thing, the rest of the state quite another.

My question, is there a better East Coast state/district? One more palatable? What do you think? Which state/district would you vote for?
