Well, since Saddam has a military regime and they probably keep fit by beating up on Kurds, it wouldn't be an equal match. So I'd propose something more equal: a spelling bee. Or maybe a grammar test.
Saddam's handicap would be that he's a non-native speaker. Bush's handicap would be that he's Bush.
