How effective is the rifle the sniper is using?

I've only had formal training for pistol shooting.

Everything I know about rifle- and shotgun-shooting I've learned from my dad or on my own. I have a rather inexpensive rig chambered in .30-06, and I have done some practicing. I can shoot 2.5" groups from 200 yards all day long. I can pretty consistently shoot 5" groups from 300 yards. Please note that this isn't terribly good shooting (by military standards), but it is quite good enough to go 5 for 5 on head-shots from distances covering less than 300 yards. And I have no formal training.

With formal instruction and a sniper-quality rifle, I could probably shoot these kinds of groups from 500-600 yards, maybe further.

For those that don't do the math,
440 yards = ¼ mile
880 yards = ½ mile
1320 yards = ¾ mile
1760 yards = 1 mile

The max effective range of a .223 (which is apparently what these people were shot with) is about 600 yards.

As a frame of reference, THE Marine Sniper (Carlos Hathcock) once made a kill from 2250 yards. That's a shade under 1.3 miles

A halfway decent marksman with a .22 caliber rifle and scope can knock out your eye from 100 yards. Just need favourable wind conditions and even terrain.

A five 5 inch target at 250 yards requires patience and a scope that has been 'sighted' for 400 yards. Againts mostly static targets, the results are deadly.

I have watched people slice open one inch saplings at 30 yards with nothing more than a bamboo bow and home made arrows. Time after time. I'd hate to be in their sights if they ever got a hold of a compound bow which offers a 200 lb force with just a 20 lb pull.

Marksmanship is a gift and there are plenty out there who have it.

Dang, I'm gonna do the zig-zag, all the way to work tomorrow. And you won't believe how many "white box trucks" they got in Montgomery County. It's like you spot 9 or 10 of them in a minute. It's real scary. In the morning you don't have that many people walking, and it appears that the "one shot sniper" loves to slay vulnerable folks walking all alone. I'll go to work tomorrow but if I don't see the situation being resolved soon, I'll be taking the entire week off. Still got 40+ hrs of vacation time remaining.

I clean forgot you took the day off due to the recent 'troubles' in PG and Montgomery county. Far from reassuring you, I might have inadverdently added to your fears.

I apologize. Just pour yourself three fingers of some oel Jack Daniels, and you'll be fine. Matter of fact, after one or two of em, you might just feel like venturing out and takin em all on yourself. ;)
