I am surprised to see that picture posted on kantipuronline's homepage. From when did the US Embassy/DOS start giving out list of successful DV applicants (to the post office?). Any clue how the post office got that list?

I don't think its a private matter. Who are new citizens is matter of public importance. Its like land owner's name is made public, a legal requirement, similarly, the name of the peoples who will get US Citizenship or Green Card to work here, needs to be made public. Address and other stuffs remain private. Don't get wondered for everything.

"Don't get wondered for everything." Nixon ji! nobody here is complaining against the list being public. I think everybody here is curious about the reliable source of info since we do not see anything in web. I do not think the embassy makes it public either. If there is any link that you know, let us know so that we can save for future use. If you are rallying for US greencard holder and citizenship holder's name to be made public, what is that "other stuffs" are you refering to?.. tihar ko saleroti bhanya ho ki kya ho?

I have no idea where that list came from. Having said that I also think the list should be made public. But there is a possible reason why it is not: To discourage false claims. People might falsely claim somebody else's visa, might even get rid of that person etc, the possibilities is endless.
