Whereas the political leadership of the Maoists' movement has shown some interest in a negotiated settlement, the military wing seems to have increased its activity with numerous attacks and encounters. Is this a sign of a rift or a strategy?

The game here is much more complicated than what we see/hear/think .

These people are sending a message. Some of my observations:

1. Strategic locations are being hit. It appears that they're also targeting the vicinity of the palace (at least 3 of them on 10/27).

2. Business entities, or places with important information are being targeted.

3. The security and the intelligence gathering means ( or even the semblance of it) seem to be dismal even in the capital. The rebels are going to further launch attacks in the future in the capital, in an attempt to cripple the nomal life there-- as they'll take advantage of the current political uncertainty, the lifting of the emergency (that had been imposed last year), and the lack of security. This would give them further momentum in their fight.

4. They want to be heard and taken seriously despite their double standards--which makes it difficult to really process and decode their ambigious messages .

5. They either might be maintaining double standards, or the Head of the Moists have no control of the lower cadres. Friday was a day when Mr. Dahal of the M party said they might go for dialogues. Then, on Sunday they launch these bomb attacks, and Monday, they call for Valley Bandh.


It has confounded many as to who calls the shots here.

In the meantime, there are all these futile all party meetings calling for the date for the next election to be set and of a conspiracy "Grand Design" having been contrived.


Could the deposed Debua might have been involved in the "Grand Desing" Hypothesis? Was he a pawn that was used and later got relegated after issuing the "check mate" (for at least the short run) ?

There is a big difference between confrontation and LUKI-CHIPI attack. Maoists have no where mentioned their exact address so far, that they have real control. Its all their LUKI-CHIPI tactics that is giving a illusion that they control remote nepal. Its neither Maoists control nor Nepal Govt. control. If they have guts they should openly fight in broaddaylight, spare common publics. Its just anarchy that is controlling Nepal's remote villages, because peoples are feared of being victim.

There certainly seems to be a strategy behind calling for a peace talks and then the Army sluttering the maoists in numbers. I hadn't thought about it before but now the picture is getting clearer. It definitely seems like that and I wouldn't be suprised if there is abundant casualities on the Moists side. Because I read that they were being concealed pretty well on all boundaries.
On the brass tracks, I always thought that there certainly is a "Grand Design" behind the Royal Palace murder and everything was well thought and being executed correspondingly. What Girija uttered, I believe its just the matter of time before he will be executed and I wish that to happen too. Not only me, I believe every other Nepali heart wishes that to occur.
It is all because, anything can happen in Nepal. I guess its the only country where there is freedom and such as this and unlawful premediated killing of a human being in the name of democracy.
