Dr. Upendra Devkota, upon being made the country's Health Minister, has gone on records saying the present constitution is a piece of toilet paper made by incompetent people (from the speech he recently gave that was given by NTV). What right does this doctor think he has to make such a claim? This is outright arrogance on his part. What's wrong with some people when they get into power?

To be fair to the gentleman, he seems to have denied calling the present constitution a "kagaji khosto". Few things that come to my mind after reading all this:

1. If our all rounder minister actually said what he had been quoted as saying earlier, this could either mean:

a. We are in deep shit. We are now facing the consequences of appointing a medical doctor to a political post. It was not wise of Gyanendra to appoint a person with no political background to such a position. All politicians of Nepal ARE not "tainted" and if a secretary from the ministry of water resources could be transferred to the ministry of environment and population [this is what the "untainted" cabinet recently did], I am sure someone "untainted" with some knowlege of politics in Nepal and not from a completely different field would have been found. This would have been like transfering secretaries but would not be like promoting a pale to Secretary! I am not claiming Dr. Devkota is clueless about politics but the way he made his speech in a sensitive time like this makes me think twice before I support the rest of the folks here who have been claiming Devkota's appointment was a good thing.

OR

b. Despite being a doctor, Devkota knows politics well. He thinks the constitution caters power to the monarch and therfore, it is just a sheet of crap in that it is not what it claims! The constitution, as the recent political development has shown, is NOT for the people. It is NOT for the country as well. It is for the Bisnu-ko-avataar residing luxuriously at the heart of Kathmandu at the expense of people! If he meant this, he IS right [this might bring me to the battle field against some people here but that is fine]. Many rejected late Nirmal Lama's claim when he labelled this constitution "Kaalo Sambidhaan." If Dr Devkota claimed the same constitution to be simply a piece of paper "crafted in front of the King", there COULD be some substance in what he is saying..ie if he knows what he is talking about. Let's not get deceived for the second time. We might as well support Maoist leader Prachanda's latest words demanding the King to make some sacrifice. We do not want Maoism does not mean we should reject everything Maos say.

2. If what Devkota has been quoted as saying is not true, whoever first reported the news should be taken to the court with a "raajyaa birudda aatanka ko muddaa". Why wait until s/he publishes a nude picture?

I would not argue that he does not have the right to speak against the constitution. Every citizen has. Voltaire said,--I do not agree with you but I will, till death protect your right to say it [not the exact quote]. Kasaile raajaa birudda arthaa system birudda bolyo bhandai maa usko teso garne adhikaar question garnu hudaina. If you think the present constitution is anything more than a piece of crap drafted in front of the King, refute that.

The people who made the constitution CAN be labelled " incompetent" if they did not act on their own but on the orders of the then King [don't tell me this does not happen]! Daman Nath Dhungana might have something to say about how the constitution was formulated.

The constitution is being turned into a KAGAJ KO KHOSTO (a very popular term GP often used in Panchyat Kal refering to the then Constituion!).
King: The constitution have clear provisions that no one outiside from parliament can become PM (I have raised this in another thread too...), but - thanks to the king - now we have a PM who lost the immediate past election for member of parliament.
Supreme Court: The constitution does have specific provision that parliament should be in place within 6 months. The supreme court, in their last verdict, unanimously ruled out any such provisions.
Political parties: UML was ready to be garnered as PM even if it was unconstitutional, Congress was refering to already defunct article 128 of constitution, Sarwa Daliya Baithak was recommending to postpone elections.

So what's wrong if Dr. DEVKOTA says this constituion as KAGAJ KO KHOSTO? Those who were supposed to protect it themselves try to put it aside and work against the gist of constituion whenever they see a chance to rise to power. What can we expect from the King and his stooges?
