Memorandum opposing US military help to Nepal Army. How bias is it?

Some people are sending the following memorandum to the US senators asking them to stop $20 mill aid to Nepal citing human rights violations committed by the Royal Nepal Army.

What is your opinion? Do you think that the memorandum is biased or is right on the money? Is it going to hurt our effort to settle the issue in Nepal by the Nepalis? Or Do you think that weakening the Nepal Army militarily will help solve the current situation?


Interesting statistics:

Of the 68 pages: 6% are Nepalese, and the rest are non-Nepalese. Are these non-Nepalese simply expressing their view against the Bush's war on terrorism or do they have a better solution to solve the Maoists' problem? There are about 15 or so Nepalis and 245 are non-Nepalis. Why so few Nepalis have signed on to this petition? (I extrapolated the estimates based on the first 23 pages)

Do you think that they should also be appealing to the world leaders (US Senators) to ask Indian government to stop sheltering the Maoists or put an effort to curb the flow of arms, bombs, and ammunitions to Nepal? The point being that the human rights equation on this side could also be solved to some extent...

Should there be a counter petition to these world leaders to present the both sides in order to get a long-run solution?

All of u have a very bad attitude-AFU KEHI GARNA NASAKNE, ARU LE GARYO BHANE KHOERO KHANNE-how typically Nepali Yes! I challenge u, if you have the guts,please start a counter-petition site. We will see how many people will sign.
And, about statistics is this-u are only seeing one variable-Nepali vs Non-Nepali. What aboutthe education level-most of the people who signed the petition are chairs or some Profs. I suggest you to take different variables like education level etc.etc and do ANOVA or MANOVA.First set a hypothesis (NULL)before u analyse yr data OK,bacha.Then do F test.
I recommend some nice STAT books to u :

1)Multivariate Analysis by Hair et al,5th edition
2)Biostatistical Analysis by Zar

And, don't forget to take into account the self selection problem while your are at it. Plus, if not enough, because of the strong belief that some may have about the issue, get some Beyesian prior going too (Bayesian Reliability Analysis, Martz and Waller).

Further, on top of the education variable, do take into account the ideological variable (0 extremely liberal to 100 extremely consertative). And, we know that most of the profs that you seem to be proud of are highly liberal, so be careful with the final interpretation. They may not represent the general public in Nepal. Especially not those 94% of the non-Nepali (but well meaning) nice people.

So, the Stat talk is just nonsense posturing, and we need to move beyond:

Further, just because someone writes a memorandum espousing a one-sided view (if that what it is, I asked the audience) does not necessarily justify the content itself.

That said,
Question remains: can we solve the Maoists problem in Nepal by cutting the US Aid to the Nepal Army?

The people who have signed against the US aid to Nepal army against maoist are simply playing stupid game to get attention. If they have come up with such a bright idea, they should have also mentioned what alternative ways they have up their sleeves. And don't forget, they don't represent Nepali people to the fullest, no matter what fancy degrees they have in education. Majority of Nepalese are illiterate and suffering the consequences of maoists, and a PhD degree and DR. title is not gonna represent us Nepalese 100%. So, just try to go to villlages in Nepal and gather the signature or thumbprint from the suffering people to stop US aid Nepal against terrorism. Then only we will think, yes the petitioners has spoken for Nepalese.

Right now, the act of sending such a stupid memorandum is just like " empty train rattles much". May be they will understand when they themselves go and visit their home in the village and get ambushed by maoists.

Its just simple for them to print the memorandum and sign it, and they haven't thought about how desperate Nepalese are to be back to the peaceful land of Gautam Buddha. All we want is peace and no casualty ASAP.

Wake up people, stop monkying around, don't abolish others nest if you can't build yours.

And "WY" please don't mind the reply of "garibjanta", you might have seen, he even doesn't quite understood your question and was answering about his latest courses on statistics. He was rather concerned about your knowledge in stats rather than your actual question. See, these are the people who keep on doing such stupid act as signing against US giving arms to chase the maoists away.

S/he does not let you read the contents without putting your email in his list. It is a thuggish style. It is cunning trick that many companies and blackmailer do? They want to show that you are member and you support him or just beccause you wanted to see what the topic is and what is others comment. If this site owner had guts, they should have allowed to see others comment and let some one join voluntarily. This f**king site owner does not have name on its site, it does not have address... nothing is open, before you give your email and once you give your email, he seems to be using your email as proof of support ..... This site owner seems to be proponent of human rights.... what can be more joke than this one: .....
