I don't know much (in detail) about recent trends in education policies in Nepal but I just thought it might be interesting for those curious! --------------------------------------------------------------------------------------------------------- The Education for Development Workgroup of the DC Chapter of the Society for International Development invites you to attend a presentation by Dr. Tirth Raj Khaniya Visiting Scholar at the George Washington Univ. "Education in Transition and Conflict, the Case of Nepal" date: Tuesday, 17 December, 2002 time: 12:00 noon - 1:15 p.m. place: World Learning, Suite 750 1015 15th St., NW, Wash., DC (@ 15th & K Streets) McPherson Square or Farragut North metro stops ¯ ¯ ¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯¯ ¯ Tirth Raj Khaniya has been a key actor in bringing about changes in education in Nepal since the restoration of Democracy in 1990. He was appointed by His Majesty's Government of Nepal as Director of the Basic and Primary Education Project supported by the World Bank, UNICEF, DANIDA, and JICA. He was also appointed as Vice-Chairman of Higher Secondary Education Board for four years, a new initiative to make school education a full 12 years. He has taught Language Testing at the Tribhuvan University in Kathmandu for the last several years, also carrying out several research studies on the assessment of learning achievement of school students. Currently he is a Visiting Scholar doing post doctoral research in Education under the Fulbright Program at the Graduate School of Education and Human Development, George Washington University as. He has published several articles in education. As a technical person as well as a person involved in managing a large project, Dr Khaniya has both insider's and outsider's view of education. With this expanded perspective, Dr. Khaniya will focus on the development of education in Nepal based on his recent study of learning achievement by primary school children in Nepal. He will examine the development of education in terms of achieving both the development of infrastructure and software and the achievement of learning outcomes. He will discuss why, despite enormous efforts made in educational development, students do not seem to have made progress in learning what they are expected to learn. He will discuss issues like what could be the possible explanations for the underachievement of learning outcomes? What has been the effect of Maoists' insurgency on students' education? Who should be held accountable for the underachievement? What are the particular difficulties in managing educational reform in such circumstances? The discussion will provide opportunity to investigate how educational reforms work in developing countries: Policy-making and implementation reform initiatives? This guy is from chitwan somewhere in tandi and was a key player to nominate rural teachers and ask for RS 250000 each when he was in his position. He nominated thousands of teacher and raise money for 'GOVINDA RAJ JOSHI'. No 1 Ghusiya when Govinde was Minister of Education! |

Presentation by Mr. Khaniya? I guess it should be very interesting to hear Mr. Khaniya speaking on Nepal's education. Yes, he knows everything! I can also imagine that he will present a long list of "responsible factors" for problems..... Just an unsolicited suggestion to make his "scholarly" presentation an interesting too! How about including a graphic slide (symbolizing the biggest responsible factor for the present sorry state of Nepal's education) with Mr. Khaniya's photograph? ( the slide may include photoghraphs of his wife, sala, sali, bhanji and others- his gangs in Higher Secondary Council- in the backgrounds). Shiva Shiva ji and Sucharya ji Can you elaborate further please? I am studying International Education Policy with the hope of working in Nepal (someday).... But at the rate I am going, Nepal just might turn into a Republic!!!! Also, anybody else involved in Education policy making in Nepal; could you please post some information on the policies and your views! I would really appreciate it! |

When I was reading first part of your posting, I was started feel was Khaniya really so great and what I heard was wrong. When I found the reqest for the slides, of his relatives, my blood pressure dropped instantly and I was relieved from high BP..... and yes, I read those realities in many newspapers and he was defending that all these relatives are not just appointed because they are his relatives, but, because (he says) they have history of contribution in education sector.... A real idiot in Nepali education system. He is more responsible than GRJ is, as far as direct responsibility is concerned. He deservs that F4 word. HG |

I fulle agree HahooGuru Jee, When Khaniya worked under Ministry of Edcation, he did two things. 1) Employed his 10 plus close relatives at Ministry of Education 2) collected bribe for hiring teachers. Everyone know he and Govinda Raj Joshi worked as a team and made lots of money during that time. Mr. Khaniya and GRJ are under CIAA investigation. No wonder why he is coming to George Washington University!! Just Another Corrupt Bastard!! Dumre |

Hi sajhabasis, I will be posting some "education in Nepal" related articles on the exclusive demand on Sitara. ;) But that is after Dec 22. That's cause I'll have to ask the permission of the writer and also get his articles. The writer is a man with long experience of the education in Nepal including distance education. It is sad that so many achievements in Nepali education has been vandalized my maobadi goons. The future for Nepali education looks gloomer than what it did say 5 or 10 years ago. |
