UN for multi-pronged measures for resolving Govt-Maoist imbroglio

KATHMANDU, Dec 11 - With a clear intention of contributing to building peace in Nepal, the United Nations presented a five-point proposals to resolve the conflict currently on between government and Maoists.
Presenting what he said “multi-facetted strategy for building peace in Nepal,” Dr Henning Karcher, UN’s Resident Representative in Nepal, emphasised five priorities for the resolution of the Maoists problem in Nepal.
They include discussions at the community level and formal negotiations or ‘Track I Negotiation,’ which involves informal consultations with relevant actors.
Next, he suggested what he said ‘Track II Diplomacy’, ‘respect and adherence to human rights’ and ‘confidence building measures’ as viable options before Nepal, for a solution to the present conflict.
However, he said that Nepali experts and facilitators must focus on key issues such as grievances of the excluded and poor, good governance, amendment of the Constitution, integration of youth and comprehensive development packages as a part of comprehensive peace agreement between the government and the warring party, the Maoists.
Dr Karcher said that the UNDP with the nine other donors are willing to support the Trust Fund for Peace and Development in Nepal but said such funds have to focus on the underlying causes of conflict, and to adopt a comprehensive approach to peace processes.
The UN strategy for peace, as suggested on Tuesday also focuses on good governance, decentralisation and consultations with neighbouring countries for the elimination of the root causes of conflict. However, he said priority must be given to Nepali actors themselves, with their own leaderships to find appropriate solutions. (yo)
