KATHMANDU, Dec 21 - An aircraft carrying a consignment of sophisticated arms to Nepal from Belgium has got stuck in central Asia for the last one week following denial from authorities in India to give “overflying permission” to the special cargo flight steering its way into Nepal through Indian airspace.

Highly placed sources in the Royal Nepal Army (RNA) said that the plane diverted towards Kazakhstan in central Asia after India denied permission to use its airspace. “It has remained grounded there ever since,” one RNA officer told Kantipur Online Friday, expressing concerns that further delay in sorting out things could mean increased costs, which Nepal might be forced to cough up.

But sources said that the army was following “necessary procedures” so as to get permission from the Indian authorities and soon fly the consignment of arms home. “We have initiated steps to get the consignment of arms as soon as possible,” one senior RNA officer said. “If that works, then maybe the aircraft could land in Kathmandu anytime soon.”

But the Defence Ministry had not initiated any steps whatsoever until Friday evening towards making a formal request to the southern neighbour, which encircles Nepal from east, south and west, to receive permission from India to use its airspace.

“We (the Defence Ministry) have not yet done any sort of correspondence with India (to receive overflying permission),” Madan Prasad Aryal, Secretary at the Ministry told Kantipur Online late Friday, declining to acknowledge the fact that the aircraft had remained grounded in central Asia.

Officials at the Ministry of Foreign Affairs and the Civil Aviation Authority of Nepal (CAAN) were not available for comments, despite repeated tries.

This is not the first time the southern neighbour, which encircles Nepal from east, south and west, has denied overflying permission to Nepalese military aircrafts. In the past, too, senior army officers recall, India had “time and again” denied permission to aircrafts carrying RNA peacekeepers returning home from various UN peacekeeping missions. (yo)

Motive: make Nepal pay due respect to the behemoth, the kind of respect the desperate Indian psyche eternally craves but rarely garners from the powers to be of the world. And the "greatest" of our leaders don't tire of hapring of "MAHAN bharat"!

Before we judge conclusion....

It is an international rule for any aircraft flying over foreign territory to obtain permission for the use of their airspace. Of course, in this case, it seems no one informed the Indians of the aircraft that will be flying through their airspace. The prime responsibility should have been the Nepalese government's, as we are the beneficiary.

I think we are the one who screwed up.

KATHMANDU, Dec 23 - The government is in close contact with authorities in India and Belgium, to fly a cargo plane carrying a consignment of sophisticated machine guns to Nepal from Kazakhstan, where the plane has remained grounded for more than a week. The plane is expected to land in Kathmandu “any time soon”.

“We are in close contact with the government of India and the Belgian authorities,” a highly placed source in the government told Kantipur Online late on Sunday night. “The plane will fly to Nepal as soon as offices in New Delhi and Belgium re-open on Monday.”

The source also disclosed that an inquiry held by the government has found that the aircraft was denied overflying permission by authorities in India, because the airline hired by the Belgian government, had not bothered to get such permission beforehand.

“All this happened because the Belgian government had hired the cheapest cargo carrier to make the arms delivery,” he said. “It is neither the fault of the government of India nor that of Nepal. It is the fault of the airline, if not the Belgian government.”

Officials in the RNA are deeply concerned that since the aircraft has remained grounded for more than a week in central Asia, the stand-off could mean increased costs, which Nepal might be forced to cough up.

But the government source maintained that HMG would not be forced to pay additional bills. “No, we wouldn’t be required to make any payments - just because the plane has remained grounded in Kazakhstan,” he claimed. (yo)

Thanks littlejhonny and very logical point visionji.

Time and time we have seen 'assuming' things have not helped us.

Quire recently an American Passenger plane returned to US after flying 8/10 hours because it did not have prior flying permission over Russia. All they had to do was Fax the travel route few hours before the flight, and they did not. Think about the inconveniences to the passengers.

When it comes to lambasting India nobody spares a thought. Just see what happened when the Nepali press blamed India for the airplane fiasco and all of us jumped our guns to say that India is shit. Now the matter is completely something else. India is not to be blamed!!!

I think the press has a huge hand in creating the Nepal-India rift. We like to blast India and they like to do the same. Whether it is the IA hijack, Hrithik Roshan scandal and now this, the press has always reported false stories and we are so easy to believe them! What about writers who write such stupid stories and the portals that carry them? Do we always let them publish incorrect stories and argue about them?

Mr Zubin,
A representative of a country which has the highest prevalence of rapes, communal violence, who makes an Atom bomb when majority of its population is having malnutrition, which fights with every neighbour around it (china, Pakistan, Bangladesh, Nepal, Srilanka etc), which has total disregard for human life (the list goes on) should not say anything about other countries.
True, lots of Nepalese are doing menial work abroad. But so are the Indians.I can refer to 'Khalisisi puranokagaj wallas'.
I am not trying to desecrate any people.I understand that all these things are driven by necessities to sustain life.
This kind of attitude is particularly there in people of Bihar.I have lots of friends from South India who never think in these lines.In fact, I would not be surprised if India is divided into small states along the linguistic lines given the attitude 'like yours'.
Now, I know you are perfectly capable of hurling abuses because that is what you know best.
