Seems odd. What do they want to hide exactly? From Nepalnews.com ---------------------------------------- Foreigners barred from entering villages in Rolpa The local administration and the Maoists have decided to bar foreign journalists and representatives of foreign organizations from entering the villages in the western hilly district of Rolpa from where the Maoist insurgency began seven years back, the Nepal Samacharpatra reported quoting its district correspondent. The decision however is not applicable to the district headquarters of Liwang. A growing number of foreign journalists have been showing interest to visit the villages of Rolpa to talk to the people about their impression regarding the Maoist sponsored rebellion against the state. "The people in the villages of Rolpa are unnecessarily made optimistic after foreigners visit the place hence we thought about barring their entry for sometime," Deputy Superintendent of Police Prakash Adhikari said. Chief District Officer Tej Prasad Poudel said it is hard to keep track of what the foreigners do in the villages. This is the main reason why we have decided to stop them for sometime. According to Maoist leaders the villages of Rolpa have been closed for foreigners as the preparations for the peace talks are on and allowing them into the villages could affect the confidentiality of the talks. nepalnews.com am Feb 14

As Alice would say in Wonderland, "curioser and curioser" ... Most dumbfounding explanations: "The people in the villages of Rolpa are unnecessarily made optimistic after foreigners visit the place hence we thought about barring their entry for sometime," Deputy Superintendent of Police Prakash Adhikari said. According to Maoist leaders the villages of Rolpa have been closed for foreigners as the preparations for the peace talks are on and allowing them into the villages could affect the confidentiality of the talks.

Maybe they secret maoist prisons, mass grave, raped women and unwanted maoist kids..., who knows, horrible things. What about Nepalese journalists? You think they are they allowed to visit Rolpali villages? Maybe the deputy superintendent thinks that we Nepalese make incompetent cowardly journalists, nothing to worry about... Can't stop thinking about it. F*ing shame no one's got the balls to go there!

I think this is a strategy by the maoist to show that they do have areas strictly under them and thus have a strong position for the negotiation. Rolpa would then be their home territory, their fortress. Any encroachment by the outsiders might them make them insecure in their own home grounds.
